(c) He must produce testimonials of sobriety for at least twelve\nmonths immediately prior to the date of application.\n(d) He must be able to read and write the English language, and\nmust understand the first five rules of arithmetic, and, in\naddition, be able to work out the capacity of a tank such\nas is used for the carriage of oil in vessels, and must also\nbe able to work out simple questions relating to consumption\nof oil, &c.\n(e) He must be able to describe any engine in ordinary use as\nauxiliary power or otherwise for vessels other than steam,\nand the use of each part of the same.\n(f) He must be able to describe in his own language the electric\ndynamo and connections, and describe at least one kind of\ncell battery that may be used in connection with the firing\nof the vapour in any such gasoline-engine.\n(g) He must be able to state clearly how he could overcome defects\nthat may arise, and also how he would repair slight break-\ndowns to the machinery.\nFIRST-CLASS CERTIFICATE (OIL, ETC.), (SMALL-POWERED VESSELS).\n41. A candidate for a first-class engineer's certificate of competency\nunder these regulations must comply with the following conditions :—\n(a) He must be at least twenty-one years of age.\n(b) He must have served for not less than three years as an\napprentice at the making and repairing of engines, or at\nwork of a similar nature, or he must have sailed for one year\nas engineer of a sea-going ship, outside restricted limits\npropelled by gas, oil, fluid, electricity, or other mechanical\npower than steam, which is by law required to carry a\ncertificated engineer, with a second-class certificate of com-\npetency, and must produce satisfactory evidence of sobriety\nand good conduct for at least twelve months immediately\nprior to date of application.\n(c) He must, in addition to qualifications required by second-class\nengineer, be able to make a drawing of any part of the\nengines (as used for such ships)—not necessarily an elaborate\ndrawing, but at least an intelligible hand-sketch showing\ndimensions, &c.\n(d) He must pass a thorough examination relative to the mechanical\nconstruction of engines in general use in ships propelled by\ngas, oil, fluid, electricity, or other mechanical power than\nsteam.\n(e) He must be able to explain how he would overcome breakdowns\nthat may occur, much more fully than in the second-class\nexamination.\nRESTRICTED LIMITS CERTIFICATES (OIL, ETC.), (SMALL-POWERED\nVESSELS).\n42. A candidate for engineer's certificate of competency for\nauxiliary-powered vessels for restricted limits must comply with the\nfollowing conditions :—\n(a) He must be at least nineteen years of age, and must be able to\nread and write the English language, and must produce a\ntestimonial of good character and sobriety for at least one\nyear immediately prior to date of application.\n(b) He must by oral examination satisfy the Examiner as to his\nknowledge of the class of engines in general use in ships\npropelled by gas, oil, fluid, electricity, or other mechanical\npower than steam, and employed in these limits.\n43. Time served in vessels plying within restricted limits and within\nharbours, &c., does not count as service at sea for the purpose of\nobtaining a certificate of competency for a sea-going ship, with the\nexception stated in Rule 62.\nFAILURE.\n44. If the applicant for a first-class, second-class, or restricted-\nlimits engineer's certificate fails, he may not present himself for\nre-examination for three months.\nRULES AS TO EXAMINATIONS.\n45. The general rules as to conduct of examinations (Rules 67\nto 83 herein) shall, where applicable, apply to the foregoing examina-\ntions.\n
