Amending the Regulations relating to Passenger-services under the Transport Licensing Act, 1931.

ORDER IN COUNCIL.
At the Government House at Wellington, this 11th day of March, 1936.

His Excellency the Governor-General in Council.
IN pursuance and exercise of the powers and authorities conferred on him by the Transport Licensing Act, 1931, and every other power and authority in anywise enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations by way of amendment to the Transport Licensing (Passenger-service) Regulations, 1933 (hereinafter referred to as “the principal regulations”), and the Transport Licensing (Passenger-service) Regulations, Amendment No. 1 (hereinafter referred to as “Amendment No. 1”), published respectively in the New Zealand Gazettes of the thirteenth day of April, one thousand nine hundred and thirty-three, at page 737, and the seventh day of September, one thousand nine hundred and thirty-three, at page 2347.
REGULATIONS.

These regulations may be cited as the Transport Licensing (Passenger-service) Regulations, Amendment No. 3.

Clause (3) of Regulation 3 of the principal regulations, as amended by Regulation 2 of the Amendment No. 1, is hereby further amended by revoking therein the word “three” and substituting therefor the word “six.”

Clause (1) of Regulation 21 of the principal regulations, as amended by Regulation 4 of the Amendment No. 1, is hereby further amended as follows:—
(1) By adding after paragraph (cc) the following paragraph:—
“(cd) At the expiration of every successive £ s. d. year from the date of issue of the certificate of fitness a further .. .. 3 0 0
“Provided that the further fee set out in this paragraph shall not be payable if the certificate of fitness has been duly revoked before the date herein prescribed for payment of such further fee.”
(2) By adding to paragraph (i) the following subparagraph:—
“(e) Exceeds three months but does not exceed £ s. d. six months .. .. .. 1 10 0.”

Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.
At the Government House at Wellington, this 12th day of December, 1935.

His Excellency the Governor-General in Council.
IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.
SCHEDULE.
Regulations for the Government and Payment of the New Zealand Division of the Royal Navy, 1929.
Cancel Articles 340 to 344, and substitute the following:—
- Duties of Officers in regard to Custody and Expenditure of Stores.—All officers responsible for the receipt, custody, issue, or expenditure of stores the property of, or under the control of, the New Zealand Government, are to make themselves conversant with the Public Revenues Act, 1926, and with Treasury regulations and instructions.

Where not inconsistent with these regulations and orders issued under authority of these regulations, the King’s Regulations and Admiralty Instructions and all other instructions issued by the Admiralty shall apply to the New Zealand Division.

Establishments.—The establishments of stores as laid down by the Admiralty are applicable to the New Zealand Division except as modified by the Naval Board. Articles in excess of establishment are not to be supplied or purchased without the prior sanction of the Naval Board. (See Article 4, clause 4.)

Valuation Allowances.—The valuation allowances for consumable naval stores for H.M. Ships as laid down by the Admiralty are applicable to the New Zealand Division.

IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.
SCHEDULE.
Regulations for the Government and Payment of the New Zealand Division of the Royal Navy, 1929.
Article 60:—
Clause 5: Cancel.
Clause 6, lines 2 and 3: Delete the words “other than to fill a vacancy in complement due to one of the causes referred to in clause 5.”
Clauses 6, 7, 8, and 9 to be renumbered 5, 6, 7, and 8.
Insert new Article 64:—
- Registration of Deaths.
(i) New Zealand Personnel.
(a) In New Zealand waters (where a death occurs on board one of H.M. ships when the ship is lying in a harbour in New Zealand, is on passage from one New Zealand port to another, or if the ship is arriving from beyond New Zealand and the death occurs immediately before arrival): It is the duty of the undertaker or person in charge of the funeral to register the death with the local Registrar (except after an inquest, when the Coroner is responsible), on the appropriate form, and to sign the register-book.
(b) Outside New Zealand waters: Under the authority of the Births and Deaths Amendment Act, 1930, the death of any officer or man of the New Zealand Naval Forces (other than officers and men on loan or interchange from the Royal Navy) will be registered in New Zealand wherever the deceased may have been serving at the time of death, and the Commanding Officer of the ship to which the deceased belonged should forward Form S. 544 to the Navy Office, where steps will be taken to effect formal registration of death.
The final column of Form S. 544 must be endorsed, when the death of an officer or man takes place on board one of H.M. ships or establishments, by the Medical Officer of that ship or establishment; or, when death takes place on shore, by the medical practitioner called in to attend the deceased.
(ii) Loan Personnel.
The death of any officer or man serving in the New Zealand Division on loan from the Royal Navy should be reported on Form S. 544 to the Registrar-General of Births and Deaths in England, Scotland, the Irish Free State, or Northern Ireland in accordance with the instructions on the back of the form, as required by K.R. & A.I., Art. 869.
Article 111: Cancel clause 4, and substitute:—
“4. The proper depot of Warrant Officers, R.N., and officers promoted therefrom, should be noted on Form S. 48 for the purpose of settlement of travelling-expense claims (King’s Regulations and Admiralty Instructions, Article 1655, clause 5).”
