Head Fittings.

  1. (a) The shanks of head fittings shall not be cold-riveted.
    (b) There shall be a fillet of adequate radius at the root of the shank, and the cross-head shall be suitably countersunk to receive it.
    (c) Where a screwed collar or nut is used cold-clinching is permitted.
    (d) Welded joints shall not be used in any bindings or crosshead of a block, but this prohibition shall not apply to the hinges of snatch (or natch) blocks.

Hooks, Eyes, Becketts, Bindings, and Straps.

  1. (a) Hooks, eyes, becketts, bindings, and straps shall be made of wrought iron or mild steel, or of other suitable material.
    (b) Each becket shall be capable of carrying at least half the load on any one sheave.

Shackles.

  1. (a) Notwithstanding Regulation 36 hereof, a shackle forming part of a block may be made of wrought iron or mild steel or of other suitable material.
    (b) There shall be legibly stamped on a non-vital part of every such shackle—
    (i) The safe-working load of the shackle :
    (ii) The identification number.

Locking of Nuts.

  1. All nuts comprised in a block shall be securely locked.

Test Load.

  1. The test load for a block shall be as follows :—
    (a) For single-sheave blocks : Four times the safe-working load.
    (b) For multiple-sheave blocks :—
Capacity of Block (Safe-working Load). Test Load (in Tons).
Blocks up to and including 20 tons .. Twice the safe-working load.
Blocks over 20 tons (up to and including 40 tons) Safe-working load plus 20 tons.
Blocks over 40 tons .. .. One and a half times the safe-working load.

Provided always that the test load applied to a block shall not exceed that which, in the opinion of the Chief Surveyor of Ships, may safely be applied thereto.

Method of Testing.

  1. If blocks are reeved up for testing the end of the rope shall be attached to an independent anchorage, such as the frame of the testing-machine.

Examination after Test.

  1. After application of any test the sheaves and pins of every block shall be removed and thoroughly examined and any part of the block shall be rejected which shows permanent deformation or any visible crack, flaw, or other defect.

Test Certificate required.

  1. A test certificate in the form No. 2 set out in the First Schedule hereto and complying with the requirements therein indicated shall be supplied in respect of every block or group of blocks.

Testing of Repaired Blocks.

  1. Blocks which have been repaired by the renewal or repair of any vital portion shall be retested in accordance with clauses 82 to 85 hereof, and thereupon the original marking thereon denoting the safe-working load shall, if necessary, be obliterated and the new safe-working load be marked thereon.

PART XIII.—DERRICKS.

Testing and Examination.

  1. All derricks, derrick-fittings, and permanent attachments used in working cargo (all herein included in the term “ derrick ”) shall be tested and examined once in every four years.
