Forms of tender may be procured at any post-office.
The attention of tenderers is directed to the terms and conditions of contract printed at the back of the tender form. Paragraph 1, referring to licenses, should be given particular attention.
A tenderer may tender for a service to commence from either terminal.
The attention of tenderers is expressly directed to clause 5 of the terms and conditions of contracts, which gives the Postmaster-General the right to fix the hours of departure and arrival. If a tenderer is not prepared to observe the existing time-table he is required to attach to his tender a copy of the time-table proposed.
The successful tenderer will be required to show that he is in a position to satisfactorily carry out the service.
No tender will be considered unless made on the printed form.
A contractor’s subsequent failure to apply for a passenger or goods license for a route for which his tender to convey mails has been accepted will be considered as a breach of faith with the Department and will render the contractor liable to the penalties outlined in the mail service bond and tender form.
The lowest or any tender will not necessarily be accepted.
Wherever possible, Government officers travelling on official business, are required to travel by mail contractors’ vehicles, provided that the time-table is suitable and that the fare charged by the contractor does not exceed that charged by the proprietor of an opposition vehicle.
A contractor, when receiving or delivering mails at railway-stations, is to deal with the guards of trains, and, if required, mails are to be placed in the railway-vans.
Tenders are to be enclosed in sealed envelopes, enfaced “Tenders for Mail-service,” and are to be addressed to the Chief Postmaster of the postal district to which the tender may specially refer.
