A PROCLAMATION

IN pursuance and exercise of the powers and authorities vested in me by the Public Works Act, 1928, and of every other power and authority in anywise enabling me in this behalf, I, Charles, Baron Bledisloe, Governor-General of the Dominion of New Zealand, do hereby declare the land described in the Schedule hereto to be Crown land subject to the Land Act, 1924.


SCHEDULE.

APPROXIMATE area of the piece of stopped Government road declared to be Crown land: 7 acres 0 roods 16 perches. Adjoining or passing through Sections 10, 32, and 5.

Situated in Block IV, Lauder Survey District (Otago R.D.).

In the Otago Land District ; as the same is more particularly delineated on the plan marked P.W.D. 84987, deposited in the office of the Minister of Public Works at Wellington, and thereon coloured green.

Given under the hand of His Excellency the Governor-General of the Dominion of New Zealand, and issued under the Seal of that Dominion, this 6th day of December, 1933.

Authorizing the Laying-off of a Street in the Borough of Riccarton of a Width of less than 66 ft., but not less than 56 ft., subject to a Condition as to the Building-line.

ORDER IN COUNCIL.

At the Government House at Wellington, this 12th day of December, 1933.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers vested in him by the Municipal Corporations Act, 1920, the Public Works Act, 1928, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby authorize the Riccarton Borough Council to permit the laying-off of the proposed street described in the Schedule hereto of a width of less than sixty-six feet, but not less than fifty-six feet, subject to the condition that no building or part of a building shall at any time be erected on the land fronting the southern side of the said street within a distance of thirty-eight feet from the centre-line of the said street.


SCHEDULE.

THAT proposed street in the Canterbury Land District, Borough of Riccarton, to be known as Straven Terrace, containing by admeasurement 3 roods 16 perches, more or less, being portion of Rural Section 163. As the same is more particularly delineated on the plan marked P.W.D. 86375, deposited in the office of the Minister of Public Works at Wellington, and thereon coloured red.

Vesting the Control of a Reserve in the Bell Hill Public Hall Board.

ORDER IN COUNCIL.

At the Government House at Wellington, this 12th day of December, 1933.

Present :

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS the land described in the Schedule hereto is a reserve duly set apart for a site for a public hall : And whereas it is expedient that the control of the said reserve should be vested in a special Board, as hereinafter provided :

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred upon him by section seventeen of the Public Reserves, Domains, and National Parks Act, 1928, doth hereby revoke an Order in Council dated the fourth day of December, one thousand nine hundred and thirty-one, and published in the Gazette of the tenth day of that month, vesting the control of the reserve described in the Schedule hereto in the Bell Hill Public Hall Board, and doth hereby vest the control of the reserve described in the Schedule hereto for the period of five years from the date hereof (unless previously amended or revoked under the said Act) in the undermentioned persons, namely :—

Alfred Edwin Barton,
Percy Henry Ney Pope,
Claude Arthur Campbell,
Colin Alfred Campbell, and
Earnest Coleman,

who are hereby constituted for that purpose a special Board by the name of the Bell Hill Public Hall Board (hereinafter referred to as “the Board”), with the powers and subject to the conditions hereinafter contained, that is to say :—

  1. The Board shall meet for the transaction of business on the first Monday in each quarter at eight o’clock p.m. at the Bell Hill Public Hall, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Monday, the eighth day of January, one thousand nine hundred and thirty-four.

  2. The members of the Board shall at their first meeting, and thereafter at the annual meeting hereinafter mentioned, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  3. Special meetings may be convened by the Chairman, provided that two days’ notice of any such meeting is given to each member, specifying the business to be transacted at such special meeting ; and no other business than that so specified shall be transacted at such meeting.

  4. Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

  5. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be Chairman of such meeting.

  6. If by resignation, death, incapacity, or otherwise the seat of any member shall be or become vacant, or if any member absents himself without reasonable cause from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.

  7. All questions shall be determined by the majority of votes of the members of the Board present at the meeting.

  8. The Board shall have prepared and submitted at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous year ending on the thirty-first day of March, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister of Lands as soon as possible after each annual meeting.

  9. The Board shall control the said reserve and the building erected thereon for the purposes of a public hall, and shall also afford settlers and residents of Bell Hill and the surrounding district such facilities for meeting within the said hall as may from time to time be determined by the Board; Provided that the Board shall have power to fix reasonable charges for the use of the said hall.


SCHEDULE.

ALL that area in the Westland Land District, containing by admeasurement 2 roods, more or less, being Reserve 641, Block I, Kopara Survey District.
