And whereas no portion thereof has been raised and borrowed
for the purposes aforesaid :
And whereas the Minister of Finance has duly notified the
Milton Borough Council in writing of his intention to cancel
the loan authority:
Now, therefore, in exercise of the powers in that behalf
conferred upon me by section 118 of the Local Bodies' Loans
Act, 1926, as amended by section 46 of the Finance Act, 1931
(No. 4), and of all other powers me in this behalf enabling, I,
Joseph Gordon Coates, Minister of Finance, do hereby cancel
the authority of the Milton Borough Council to borrow, under
the loan authority hereinbefore referred to, the sum of three
hundred pounds (£300).

Excluding Land from Waahi (Huntly) Development Scheme.

WHEREAS notice was published in the Gazette of 13th
March, 1930, that the Native Minister had decided to
apply the provisions of subsection (3) of section 23 of the
Native Land Amendment and Native Land Claims Adjustment
Act, 1929, to Lot 171A (part) Parish of Pepepe and other
subdivisions of Native land and known as the Waahi (Huntly)
Development Scheme : And whereas the Native Minister
has now decided that the block mentioned in the Schedule
hereto shall no longer be subject to the provisions of sub-
section (3) of section 522 of the Native Land Act, 1931, it is
hereby notified that such land is excluded from the said
Waahi (Huntly) Development Scheme accordingly.

Societies Act, 1909.

New Zealand School of Mines.-Scholarship Regulations.
Mines Department,

- Six scholarships are offered annually for competition by
students attending schools of mines within the Dominion—
three for the South Island, and three for the North Island. - The scholarships will be granted to those candidates who
comply with the conditions and obtain the highest percentage
of marks, which must not be less than specified in Regulation 9. - Holders of scholarships are required to attend during
the University session at the University of Otago (no class
fees will be charged on subjects contained in the curriculum
of the Otago School of Mines), and during the long recess
are also required to engage in approved practical work at
one of the mines or batteries in the Dominion, or in the field
with the New Zealand Geological Survey Department. - The scholarships will be of the annual value of £42 15s.
each to successful candidates, who, while attending classes at
the University of Otago, have to reside away from their homes,
and of £25 13s. to successful candidates who are able to reside
at their homes while attending the University classes. - The scholarships will be tenable for four years.
- The scholarships will be open to all students as aforesaid
who are not less than sixteen years of age on the day appointed
for receiving applications, and who shall have attended
regularly at any school of mines within the Dominion for not
less than two years at least 80 per cent. of the lectures in
each subject of the examination course : Provided that the
Minister may grant such exemption from the provisions of
this regulation as he thinks reasonable in any case where it
was not practicable for a student to attend 80 per cent. of
the lectures in a subject in which he wishes to be examined,
or where no lectures were held in that subject at the school
of mines at which he was a student. - The examinations will be held in or about the month of
December in each year, on days which will be duly announced. - The examination will embrace six of the following sub-
jects :-
(1) Mathematics.
(2) Elementary Mechanics.
(3) Theoretical Chemistry.
(4) Practical Chemistry and Quantitative Analysis.
(5) Electricity.
(6) Mechanical Drawing.
(7) General and Mining Geology.
(8) Metallurgy of Gold and Silver.
(9) (a) Coal-mining; or (b) Metal-mining.
(10) Winding, Haulage, and Pumping.
(11) Ventilation.
(12) Land and Mine Surveying.
Subjects 1, 2 or 3, and 5 are compulsory for all candidates,
and each candidate must state in his application the branch
of mining he intends to take up. - No scholarship shall be awarded to any candidate who
does not obtain 70 per cent. of the marks in each of the six
subjects. - The examination must be passed as a whole.
- Applications from candidates, accompanied by a fee of
£1, and by a certificate from the Director of the School of
Mines, stating the number of lectures which the student has
attended in each subject, must reach the Mines Department,
in Wellington, not later than the 1st November in each year. - Candidates must present themselves for examination
on the day fixed, as provided in Regulation 7. - The Minister of Mines retains to himself the right of
cancelling any scholarship should the holder attend irregularly
or be reported for idleness or bad conduct. - Holders of scholarships having to pay more than £5 for
their return railway (second-class) or steamer fare to Dunedin
will be refunded by the Mines Department any excess over
the sum of £5, but such refund will only be made once in each
year.
Receipts for each fare paid in excess of 5s. (other than
railway fares) must accompany each application for a refund. - These regulations supersede the regulations published
in the New Zealand Gazette of the 3rd May, 1928. - Any candidate who qualified for a partial pass under the
regulations referred to in the preceding clause must complete
the whole examination not later than December, 1934.

Approval of Fees for Licensing of Vehicles fixed by By-law.—
Hauraki Plains County Council.

HIS Excellency the Governor-General has been pleased
in terms of section 109 of the Counties Act, 1920, to
approve of so much of the by-law made by the Hauraki
Plains County Council on the 13th October, 1932, as appoints
the several sums to be paid to the County Fund for the
licensing of vehicles plying for hire.
