The Industrial Conciliation and Arbitration Act, 1925.--Notice of Proposed Cancellation of Registration.

NOTICE is hereby given that, pursuant to an application in that behalf made to me by the Canterbury Blacksmiths', Farriers', and Coachbuilders' Industrial Union of Employers, registered Number 986, situated at Timaru, and in exercise of the powers in this behalf conferred upon me by section 22 of the Industrial Conciliation and Arbitration Act, 1925, it is my intention to cancel the registration of that industrial union after the expiration of six weeks from the date of the publication of this notice in the Gazette, unless in the meantime cause is shown to the contrary.

Handicraft Teachers' Certificate Examinations, 1932.

THE following lists contain the results of the examination held in August, 1932, for the purpose of the award of Handicraft Teachers' Certificates. In the preparation of the lists consideration has been given to candidates' successes at previous examinations held by the Department.
The first list (I) contains the names of successful candidates for the Handicraft Teachers' Certificate examination. Certificates will be issued to such of those as have produced satisfactory evidence of age and good character, have passed the special medical examination required, and have fulfilled the necessary conditions as to length of service and efficiency in teaching.
The second list (II) gives the names of those who have gained passes or partial passes in two or more sections of the examination.

NEW HELM OR STEERING ORDERS.
On 1st January, 1933, the change of helm orders from the present indirect system in use to the direct system as required by section 29 of Merchant Shipping (Safety and Load Line Conventions) Act, 1932, will be made on all British ships registered in the United Kingdom.
Section 29.--(1) No person on any British ship registered in the United Kingdom shall when the ship is going ahead give a helm or steering order containing the word "starboard" or "right" or any equivalent of "starboard" or "right," unless he intends that the head of the ship shall move to the right, or give a helm or steering order containing the word "port" or "left" or any equivalent of "port" or "left," unless he intends that the head of the ship shall move to the left.
(2) Any person who contravenes the provisions of this section shall for each offence be liable to a fine not exceeding fifty pounds.
On the same date the same change in steering orders will be brought into force on all ships registered in New Zealand in accordance with the requirements of a section similar to the above which is embodied in the proposed New Zealand legislation ratifying the Safety and Load Line Conventions.
As the section leaves a choice of steering orders, the Imperial Board of Trade decided, in order to secure the greatest uniformity of practice on British ships, to hold a conference with interested parties to obtain their views on the form in which steering orders should be given.
At the conference it was agreed that the orders "starboard" and "port" were preferable to those of "right" and "left," and that it would be useful, in order to call the attention of officers and men that orders were being given in the new system, if, during a short transitional period, the warning word "wheel" was added to the order.
Therefore, on and after 1st January, 1933, the order "STARBOARD" must only be given when it is intended that the wheel, the rudder blade, and the head of the ship should go to starboard, and the order "PORT" must only be given when it is intended that the wheel, the rudder blade, and the head of the ship should go to port, and it is recommended that during a transitional period of about six months, the orders be given in the form:
"Wheel to Starboard" and "Wheel to Port." or
"Starboard the Wheel" and "Port the Wheel."
(The former alternative is considered preferable by the Imperial Board of Trade.)
Example: It is required to alter course when meeting a vessel end on or nearly end on.
The order during the transitional period will be "Wheel to Starboard," or "Starboard the Wheel."
The order after the transitional period will be "Starboard."
It will be helpful in bringing the new system into operation if all ships are provided with helm indicators or tell-tales, and arrangements made for existing helm indicators or tell-tales to be altered, so that in all cases on and after 1st January, 1933, they will give a direct indication of the direction in which the wheel is moved. If this arrangement is made, then, when an order is given, the wheel, tell-tale, or helm indicator, rudder blade, and ship's head shall all move in the same direction.
It might also be considered helpful if some simple indicator could be rigged up so that an officer, when giving a steering order, could at the same time operate a pointer showing the helmsman which way to put the wheel.
On ships steered by hand-tiller, the order "starboard" must only be given if the rudder blade and head of the ship are to move to starboard, and the order "port" must only be given if the rudder blade and head of the ship are to move to port.
