Section B.—Research Stations.

  1. Private experimental (research) stations shall be subject to the provisions of Part I of these regulations, and also to the provisions of this section of this Part.

  2. All the general rules laid down in the International Radio-telegraph Convention apply to research stations.

  3. (1) A research-station license may be issued in respect of a station to be used solely for the purpose of testing the performance of radio apparatus or for experiments with a view to the advancement of the art of radio-telegraphy; nevertheless, such a license shall not authorize the holder to usurp the functions of another class of station.

(2) Universities and institutes engaged in scientific experimental work may be granted licenses of this class.

  1. A research station shall be operated only by a person possessing a first-class or second-class radio-telegraph operator’s certificate or a technical certificate in broadcasting, as the Minister may require: Provided, however, that in the case of universities and similar non-commercial scientific institutions the Minister may, at his discretion, waive this requirement.

  2. Every research station shall, unless otherwise determined by the Minister, be required to be connected to a Government telephone-exchange system which is open throughout the hours of operation of the station.

  3. Transmitting-frequencies (wave-lengths) shall be allotted by the Minister, having in view the nature of the transmissions to be carried out; and the Minister may restrict the use of such frequencies to such hours and conditions as he thinks fit.

  4. In cases in which approval is given for the temporary use of a frequency (wave-length) allotted to another station, the licensee of the research station shall take every care to ensure that the service of the station regularly using such frequency is not interrupted, and shall promptly cease transmitting upon receipt of notification that interference is being caused.

  5. Except in special cases, approved by the Minister, the operation of research stations on frequencies assigned to amateur stations (see Regulation 162) is forbidden. Where, however, the licensee of a research station desires to make a practice of operating on such frequencies he shall obtain in addition an amateur license.

  6. Licensees of private experimental (research) stations shall submit to the Minister, every three months, reports stating the nature of the experiments conducted and the results attained.

  7. (1) Except as otherwise provided in this regulation, the fee for a research-station license shall be £2 2s. per annum, payable in advance.

(2) Where the period to the 31st day of March following the issue of a license is less than one year, the fee for the license shall be at the rate of 3s. 6d. per calendar month or fraction thereof.

(3) Where the period to the 31st day of March following the issue of a license is less than three months, the fee for the next-ensuing twelve months shall be added to the initial payment, and a license shall be issued accordingly for the period covered by such fee.

PART VII.

RADIO-DEALERS.

  1. As provided in subsection (1) of section 202 of the said Act, it shall not be lawful for any person to sell, or offer for sale, or have in his possession for sale, in the way of his business, any plant, machinery, instruments, material, or other apparatus designed and intended for use in connection with radio-telegraphy, unless he is the holder of a dealer’s license issued to him by the Minister.

  2. For the purposes of this Part of these regulations “radio-dealer’s license” means a license issued under section 202 of the said Act and these regulations, and “to deal in radio-telegraphic apparatus” means to sell, or to offer for sale, or have in possession for sale, in the way of business, any plant, machinery, instruments, material, or other apparatus designed and intended for use in connection with radio-telegraphy.

  3. The Minister may, on application, grant to any person a license called a “radio-dealer’s license” in the form numbered 7 in the Schedule hereto.
