PART VI.

PRIVATE EXPERIMENTAL STATIONS.

Section A.—Amateur Stations.

  1. Private experimental (amateur) stations shall be subject to the provisions of Part I of these regulations, and also to the provisions of this section of this Part.

  2. All the general rules laid down in the International Radio-telegraph Convention apply to amateur stations.

  3. (1) Private experimental (amateur) station licenses, in the form in the Schedule hereto, may be issued in respect of stations to be established and operated by persons solely with a personal aim and without pecuniary interest.

(2) Amateur station licenses shall be issued to individuals only: Provided that in the case of a bona fide amateur radio society, a license may be issued to an authorized official of such society as trustee therefor.

  1. Neither the licensee of any amateur station nor any other person shall operate the said station unless he holds an amateur operator's certificate, or a certificate which, in the opinion of the Minister, is deemed to be of a higher class; nor shall the licensee cause or permit any person not being the holder of such a certificate to operate the said station; but a licensee not being the holder of such a certificate may, in special cases approved by the Minister, employ a person holding an amateur operator's certificate, or an approved certificate of a higher class, to operate the station on his behalf.

  2. (1) An amateur operator's certificate may be granted by the Minister to any person, not less than fourteen years of age, who is deemed to have fulfilled the requirements of this regulation. Such certificate shall be in such form, and subject to such conditions, directions, or rules, as the Minister may from time to time prescribe.

(2) An application for examination shall be made on the form provided for the purpose, addressed to the District Radio Inspector, and, in addition to any other information the Minister may require, the following particulars shall be given:—

(a) Full name and address of the applicant:

(b) Evidence of nationality:

(c) Date and place of birth.

(3) To qualify for an amateur operator's certificate the applicant shall satisfy the District Radio Inspector that he possesses—

(a) Proficiency in Morse operating, both sending and receiving, each for a period of three minutes, at the rate of twelve words per minute, five letters comprising a word:

(b) An adequate knowledge of the principles underlying radio-communication and of the adjustment and operation of the radio apparatus used in a typical private experimental (amateur) station:

(c) An adequate knowledge of the laws and regulations relating to the operation of typical private experimental (amateur) stations.

(4) The fee payable in respect of each examination for an amateur operator's certificate shall be 5s.

(5) The fee payable in respect of a duplicate of an amateur operator's certificate shall be 2s. 6d. Such duplicate shall be issued only on production of satisfactory evidence that the original certificate has been lost or destroyed.

  1. Amateur operators' certificates issued in pursuance of the Radio-telegraph Regulations for Amateur, Experimental, and Broadcasting Stations published in the Gazette of the 18th day of January, 1923, or the Amateur Radio Regulations, 1925, shall remain in force, and be deemed to be equivalent to any amateur operators' certificates issued in pursuance of these regulations.

  2. The power permitted to be used by amateur stations shall be determined by the Minister, but shall not exceed 100 watts of radiated energy.

  3. Bands of frequencies from 1,750 to 2,000 kilocycles and 3,500 to 4,000 kilocycles (wave-lengths of 150 to 172 metres and 75 to 85 metres respectively) shall be available for the use of amateur stations:
