Class of certificate required by operator of mobile station.

94. Mobile stations shall be operated only by persons possessing the appropriate certificate as under:—
    (a) At ship stations subject to the provisions of the Shipping and Seamen Act Wireless Regulations—the certificate prescribed in those regulations;
    (b) At ship stations not subject to the provisions of the Shipping and Seamen Act Wireless Regulations—
    (i) If the station is open for the exchange of general public correspondence—a second-class radio-telegraph operator’s certificate or (subject to Regulation 104) a radio-telephone operator’s certificate);
    (ii) If the station is open only for restricted correspondence as detailed in Regulation 106—a third-class radio-telegraph operator’s certificate;
    (iii) If the station is open only for the private correspondence of the owner—a third-class radio-telegraph operator’s certificate or (subject to Regulation 104) a radio-telephone operator’s certificate;
    or a certificate of a higher class covering the same scope.
    (c) The class of certificate necessary for an operator of an aircraft station, or other class of mobile station for which a certificate is not herein provided, shall be determined in each case by the Minister.

Application for examination.

95. Application for examination under the provisions of Regulations 96 to 99 inclusive hereof shall be made on the form provided for the purpose, addressed to the District Radio Inspector.

Examination for radio-telegraph operator’s certificate.

96. (1) The syllabus for the examination for a radio-telegraph operator’s certificate shall be divided into seven sections, as follows:—
    (a) A three-hour written examination in elementary theoretical and practical knowledge of electricity and radio-telegraphy.
    (b) A three-hour written examination comprising more advanced questions in the general principles of electricity and in the theory and practice of radio telegraphy and telephony, and direction-finding.
    (c) A Morse test, comprising transmitting and receiving by ear text in plain language at a speed of twenty words per minute, and in code groups at a speed of sixteen groups a minute. In order to qualify under this paragraph, candidates will be required—
    (i) To send for each test on an ordinary Morse key for three consecutive minutes at not less than the prescribed speed, five letters or characters counting as one word or group. The accuracy of signalling, the correct formation of the characters, and the correctness of spacing will be taken into account.
    (ii) To receive Morse signals for a period of three consecutive minutes at the prescribed speed from a double head-gear telephone receiver ordinarily used for radio-telegraph reception, and to transcribe them legibly.
    (d) A Morse test covering transmission and reception by ear of text in plain language at a speed of twenty-five words per minute, and in code groups at a speed of twenty groups per minute. In all other respects, this examination will be similar to that prescribed in paragraph (c).
    (e) A practical examination in the operation and adjustment of typical radio-telegraph apparatus and accessory apparatus used in the mobile service. This examination will also cover the locating and clearing of faults and the making of repairs to apparatus with facilities such as would be available on board ship. A candidate will be expected to understand simple diagrams of the electrical connections of the apparatus used in any system and to be capable of locating major faults in the same.
    (f) An examination, which may be partly practical and partly oral, (a) in the operation of direction-finding apparatus, and (b) in radio-telephony, covering—
    (i) Knowledge of the adjustment and operation of typical radio-telephone apparatus :
