approve of payment of marriage allowance on this scale in cases
where, owing to illness, misconduct, or desertion on the part of the
wife, the children are placed under the care of a suitable guardian.

The regulations contained in paragraph 2, clauses (b) and (i), apply
also in the case of payment of marriage allowance to widowers and
others paid marriage allowance on the widowers' scale.

Article 134. Deferred Pay : Men. Cancel whole of first paragraph,
and substitute :-

  1. Deferred Pay : Men.-Deferred pay shall be allowed to accumulate
    to the credit of every rating, other than those serving on loan
    (category ii, Article 50) at the following rates :-

Rating or Relative Rank.

Chief petty officer over six years 2 7
Chief petty officer under six years 2 4
Petty officer 2 0
Leading seaman 1 10
Able seaman 1 7
Ordinary seaman (over eighteen) 1 1
Boy 0 5

The above rates shall have effect from date of entry in the case of
personnel entered after the 30th September, 1931, and from the 1st
January, 1932, in all other cases.

Cancel present paragraph 5, and substitute-

  1. The amount which has accrued on account of deferred pay shall
    be payable under the following conditions :-
    (i) On completion of each engagement.
    (ii) On discharge, except as prescribed in paragraph 3 of this
    regulation and as hereunder in the case of ratings discharged
    by purchase or discharged at their own request without payment
    of purchase-money.
    (iii) In the case of a rating discharged by purchase or at his own
    request without payment of purchase-money (Article 192),
    deferred pay credited to the account of such rating shall not
    be payable other than in very exceptional circumstances. In
    any case only a percentage will be paid, the amount being
    decided by the Naval Board according to the merits of the
    application for discharge.

With regard to (ii) the Naval Board may authorize payment to be
made at other times in very special circumstances when the applicant
can prove to the satisfaction of the Board that it would be materially
to his advantage to be allowed to draw the whole or a portion of the
sum that has accrued, as, for example, to purchase property shortly
before discharge is due to take place.

Article 142. Pay : Advances : Cancel 1st paragraph, and substitute :-

  1. Pay : Advances.-Men travelling on duty by freight from
    England may, if they so desire, receive advances of pay up to the
    following maxima :-
£ Less the amount of the allotment
Chief petty officers 16 } in force during the period of the
Petty officers 12
Other ratings 9 }

Article 169 : Cancel present article, and substitute :-

  1. Recruiting : Medical Fees.-A fixed fee not exceeding one guinea
    per capita shall be payable to medical practitioners for the examination
    of Naval recruits at places where there is no Naval Medical Officer or
    Surgeon and Agent available.

Article 174. Civilian Witnesses at Courts Martial : Amend amounts in
paragraph 1 from £1 ls., 10s., and 4s. respectively to £1, 9s.,
and 3s. 6d. respectively.
