To WHEREAS it has been reported to me that you have satisfied the Board of Examiners that you are duly qualified to fulfil the duties of Locomotive- and Traction-engine Driver, I do hereby, in pursuance of the Inspection of Machinery Act, 1928, grant you this Certificate of Competency.

This certificate entitles the holder thereof to drive and have charge of any steam-engine propelled or moved from place to place by its own motive power or machinery. He is deemed also to be the holder of the Second-class Engine-driver's Certificate.
