Appointments in the Public Service.

Office of the Public Service Commissioner,

THE Public Service Commissioner has made the following appointments in the Public Service:—

Constable Herbert Edgar Pearse

to be Clerk and Bailiff of the Magistrates’ Court at Winton for the purposes of the Magistrates’ Courts Act, 1928, as from the 21st day of July, 1931.

Richard Bernard Williams,

to be Assistant Land Registrar at Napier pursuant to the provisions of section 4 of the Land Transfer Act, 1915, as from the 23rd day of July, 1931.

Constable Adam Kerse

to be Clerk of the Magistrates’ Court at Milton, for the purposes of the Magistrates’ Courts Act, 1928, as from the 23rd day of July, 1931.

John Garbutt

to be Maintenance Officer at the Magistrates’ Court, Dunedin, for the purposes of the Destitute Persons Amendment Act, 1926, as from the 1st day of August, 1931.

HIS Excellency the Governor-General has been pleased to approve of the appointments, promotions, transfers, resignations, and retirements of the undermentioned officers of the N.Z. Military Forces:—

STAFF.

Lieutenant-Colonel I. T. Standish, C.M.G., D.S.O., R.N.Z.A., to be Adjutant and Quartermaster-General, General Headquarters.

Major R. A. Row, D.S.O., N.Z.S.C., to be General Staff Officer, Southern Command.

Major R. Miles, D.S.O., M.C., R.N.Z.A., to be General Staff Officer, Northern Command, and retains the appointment of Officer Commanding R.N.Z.A., Northern Command.

Major N. W. McD. Weir, N.Z.S.C., to be General Staff Officer, Central Command.

Major W. G. Stevens, R.N.Z.A., to be Officer Commanding General Headquarters Training Depot, Trentham, and retains the appointment of Officer Commanding R.N.Z.A., Central Command.

Captain S. H. Crump, N.Z.S.C., to be Deputy Adjutant and Quartermaster-General, General Headquarters, and retains the appointment of Officer-in-Charge Army Service Corps, General Headquarters.

Captain M. A. Stedman, M.C., N.Z.S.C., to be Assistant Adjutant and Quartermaster-General, Southern Command.

Captain A. W. Greville, N.Z.S.C., to be Assistant Adjutant and Quartermaster-General, Northern Command.

Dated 1st June, 1931.

COMMAND.

Lieutenant-Colonel L. M. Inglis, M.C., v.d., from the Reserve of Officers, to be Colonel, and is appointed to command the 3rd N.Z. Infantry Brigade. Dated 14th July, 1931.

THE MANAWATU MOUNTED RIFLES.

Lieutenant L. J. B. McKelvie is attached to the Corps of N.Z. Engineers. Dated 17th July, 1931.

REGIMENT OF N.Z. ARTILLERY.

Lieutenant W. H. J. Entrican, 18th Medium Battery, resigns his commission. Dated 14th July, 1931.

CORPS OF N.Z. ENGINEERS.

Lieutenant L. J. B. McKelvie, The Manawatu Mounted Rifles, is attached to the 2nd Field Company, under the provisions of para. 141, General Regulations, 1927. Dated 17th July, 1931.

N.Z. INFANTRY.

The Wellington West Coast Regiment.

The undermentioned resign their commissions:—

Lieutenant R. T. Tidswell, 4th C Battalion. Dated 17th July, 1931.

2nd Lieutenant C. R. Straubel, 3rd C Battalion. Dated 11th May, 1931.

The Otago Regiment.

Under the Finance Act, 1931.

PURSUANT to the provisions of paragraph (k) of subsection (1) of section 3 of the Finance Act, 1931, I hereby notify and direct that the said Act shall be applied to the following persons:—

  1. Every person who by reason only of the fact that his service is for less than twenty hours a week is not a person employed in the Education Service within the meaning of Part IV of the Public Service Superannuation Act, 1927 (whether permanently so employed or not).

  2. Every person who, in respect of his services as a member of any one or more of the undermentioned Boards is in receipt of remuneration, whether by way of fees or travelling-allowances:—

(a) The Local Government Loans Board.

(b) The Main Highways Board.

(c) The Unemployment Board.

(d) Any Land Board.

(e) The State Fire Insurance Board.

(f) The Electrical Wiremen’s Registration Board.

(g) The Engineers Registration Board.

(h) The War Pensions Board.

(i) The War Pensions Appeal Board.

(j) The Board of Appeal established under the Public Service Act, 1912.

(k) The Town-planning Board.

(l) The Board of Health.

(m) The Board of Agriculture.

(n) The Government Railways Appeal Board.

(o) Any Board of Inquiry established under section 63 of the Government Railways Act, 1926.

(p) The Post and Telegraph Appeal Board.

(q) The Public Trust Office Investment Board.

(r) The Government Insurance Board.

(s) The Native Trust Office Board.

(t) The State Advances Board.

(u) The Public Service Superannuation Board.

(v) The Government Railways Superannuation Fund Board.

(w) The Teachers’ Superannuation Board.

(x) The Lands Development Board.

(y) The Board of Appeal established under the Cinematograph Films (Censorship and Registration) Regulations.

(z) The Prisons Board.

(aa) The Dominion Land Purchase Board or either Local Land Purchase Board.

  1. Every member of the Assessment Court constituted under section 16 of the Valuation of Land Act, 1925.

  2. Every member of the Council of Scientific and Industrial Research appointed pursuant to the provisions of section 6 of the Scientific and Industrial Research Act, 1926.

  3. The following persons appointed pursuant to the provisions of the Industrial Conciliation and Arbitration Act, 1925:—

(a) Every Conciliation Commissioner appointed pursuant to section 40 of that Act.

(b) Every Assessor appointed pursuant to section 41 (9) of that Act.

(c) Every member of the Court of Arbitration appointed pursuant to section 65 of that Act.

  1. Every member of a Labour Dispute Committee appointed pursuant to section 5 of the Labour Disputes Investigation Act, 1913.

  2. Every member of the New Zealand Wool Committee appointed pursuant to regulations made under the Board of Trade Act, 1919, and published in the Gazette on the 15th day or January, 1925, at page 86.

  3. Every person to whom fees are paid as a Supervisor at the Native Interpreters’ Examination under an Item in the Vote—Native Department: Miscellaneous Service.
