  1. (1) The Administrator may in his discretion from time to time exempt from all or any of the requirements of this Order any person or class of person entering or desiring to enter Samoa or to remain in Samoa.
    (2) Any exemption granted by the Administrator under this clause shall be subject to such conditions as the Administrator may impose.
    (3) Every person who commits a breach of or fails to observe any such conditions shall be liable to a fine of £100 or to imprisonment for six months.

REPEAL.

  1. All Orders in Council heretofore in force in Samoa relating to immigration are hereby repealed.

SAVINGS.

  1. (a) All Proclamations, Orders, Warrants, certificates, bonds, instruments, and generally all acts of authority which originated under any of the regulations hereby repealed, and are subsisting or in force on the coming into operation of this Order, shall enure for the purposes of this Order as fully and effectively as if they had originated under the corresponding provisions of this Order, and accordingly shall where necessary be deemed to have so originated.
    (b) All matters and proceedings commenced under any such regulation, and pending or in progress on the coming into operation of this Order, may be continued, completed, and enforced under this Order.

FIRST SCHEDULE.

SAMOA IMMIGRATION ORDER, 1930.

Declaration to be made by Persons arriving in Samoa (to be made by each person fourteen years of age and over).

  2. What is (a) your sex?
    (b) Your age?
  3. What is your nationality?
  4. If you are a naturalized British subject:
    (a) When and where were you naturalized?
    (b) What was your former nationality?
    (c) What languages do you read and write?
  5. To what race of people do you belong [European, Chinese, Japanese, &c.]?
    NOTE.—For “Race” the word “European” is to be inserted for every person of pure European race, wherever born. A person of other than European race,—i.e., Samoan, Chinese, Japanese, Indian, &c., must have the name of the race inserted in full. In the case of a half-caste, the letters “H.C.” are to be added, as, for example, “H.C. Samoan,” “H.C. Chinese.”
  6. Have you ever been previously in Western Samoa?
    If so, when?
  7. Are you bringing with you any firearms, ammunition, or explosives?
    If so, state particulars:
    NOTE.—It is unlawful to bring any such goods into Western Samoa except under the authority of an Importer’s License.
  8. State particulars of children under fourteen years of age arriving with parent or guardian:
    NOTE.—To be filled in only on the declaration made by father if both parents arrive by the same vessel.
