6. With respect to members in Grades 7 and 8 of the First Division the following provisions shall apply:
   (a) No member in Grade 7 shall be eligible for advancement to a higher grade until he has passed an examination in subjects relating to the work of the branch in which he is employed:

   Provided that the provisions of this subparagraph shall not apply to any member whose period of service with the Department on the 1st day of June, 1926, amounted to twelve years or more; nor to any member whose position or occupation is such that in the opinion of the Permanent Head no such examination is necessary.
   (b) No member in Grade 8 shall be eligible for advancement to a higher grade until he has passed such test of efficiency as may be prescribed by the Permanent Head.

7. Salaries in excess of £765 per annum shall be as provided for in the annual estimates of the Department and appropriated by Parliament.

8. In any grading or regrading of positions, whether made in pursuance of the provisions of section 8 of the Government Railways Amendment Act, 1927, or otherwise, the maximum salary for any position in the First Division may be fixed at the rate of salary prescribed for any subgrade of any grade.

9. As soon as conveniently may be after the 1st day of April in each and every year there shall be published in the Gazette a list setting out in order of classification as on the said date, the name, status, and pay of each member, probationer, and apprentice, and the length of time he has been in the service of the Department, together with such other particulars as the Minister may think fit.

Provided that—
(a) With respect to every member and probationer the right to advance from one subgrade to another, or, where there are no subgrades, the right to receive any increase of pay in any year, shall in each case depend upon the efficiency and good conduct of the member or probationer to whom such advancement is due or to whose pay such increase is attached in accordance with the aforesaid Schedule ; and no such advancement shall be made, and no such increase shall be payable, unless the Permanent Head of the Department certifies in writing that the member or probationer is entitled thereto:
(b) No engine-driver shall receive any pay in excess of the rate prescribed for an engine-driver in the fourth year, unless and until he has passed to the satisfaction of the Permanent Head the departmental examination for a first-class engine-driver:
(c) In any case where, by the aforesaid Schedule, the rate of pay of any member or probationer is fixed by reference to his age, that member or probationer shall, subject to the foregoing provisions of this section, be entitled to an increase of pay in every year as from the date of his birthday.

Order in Council consenting to the Raising by the Ohura County Council of Portions of Specified Loans on the Instalment-repayment System, and prescribing Rates of Interest.

At the Government House at Wellington, this 21st day of January, 1930.

His Excellency the Governor-General in Council.

WHEREAS the Ohura County Council has been authorized to borrow, in respect of the loans referred to in the Third Column of the Schedule hereto, the respective sums stated in the Fourth Column of the said Schedule, and the respective amounts shown in the Fifth Column of the said Schedule have not yet been borrowed:
And whereas the said local authority is desirous of raising the respective amounts set out in the said Fifth Column of the said Schedule, upon terms of making the same, together with interest thereon, repayable by instalments extending over periods not exceeding the respective periods set out in the Seventh Column of the said Schedule:
And whereas in respect of such of the said loans as are intended to be borrowed at a rate of interest not otherwise authorized, the Minister of Finance has in each case given his precedent consent, as required by section one hundred and fourteen of the Local Bodies’ Loans Act, 1926, to the borrowing by the said local authority of the respective loans aforesaid, at respective rates of interest being such as shall not produce to the lenders rates exceeding the respective rates specified in the Sixth Column of the said Schedule:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by sections thirty-two and one hundred and fourteen of the Local Bodies’ Loans Act, 1926, and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising by the local authority whose name is set out in the Second Column of the said Schedule, of the loans referred to in the Third Column of the said Schedule, up to the respective amounts set out in the Fifth Column of the said Schedule, at rates of interest being such as shall not produce to the lenders rates exceeding the respective rates specified in the Sixth Column of the said Schedule, upon terms of making the said loans, together with interest thereon, repayable by instalments extending over periods not exceeding the respective periods set out in the Seventh Column of the said Schedule.
