(l) That it shall be sufficient notice to the student or to any other person concerned as to the revocation of the permit, or as to any matter which the Minister or Collector desires to communicate to such student or person, if a letter is sent by post to the place shown in the application for a permit as the student's intended place of residence in New Zealand or to the last place of residence which has been notified to the Collector in accordance with paragraph (i) hereof:
(m) That if the student does not, in the Minister's opinion, faithfully observe and obey the laws of New Zealand, or if the Minister is satisfied that he is not of good character and reputation, or if he does not comply with any of the conditions under which the permit was granted to him, or if he marries in New Zealand, or if he leaves New Zealand without notifying the Collector of Customs, or if when required by an officer of Customs or member of the Police Force, he does not produce the permit for inspection, or if his father ceases to be domiciled in or to reside in New Zealand, the permit may, at the discretion of the Minister, be revoked.
(5) Notwithstanding anything in this regulation, the Minister, if he thinks fit, may, with respect to any permit granted to a student, impose any conditions either in addition to or in substitution of, and whether of a like nature or not to, the conditions mentioned in this regulation.
PROCEDURE ON ARRIVAL AND DEPARTURE OF SHIPS.
- (1) For the purpose of ensuring compliance with the Immigration Restriction Acts an officer of Customs shall board every ship arriving from places beyond New Zealand forthwith after its arrival at any port in New Zealand. He may also for the purpose aforesaid board any ship about to depart for a place beyond New Zealand.
(2) The master of a ship arriving from a place beyond New Zealand shall forthwith on arrival deliver to the officer of Customs (a) the passenger-list and crew-list, or a true copy thereof, and (b) a list in Form 11 showing the particulars indicated therein respecting the persons on board his ship, and shall make the declaration with respect to such particulars set out in the said form. The said master shall also truly answer any questions relating to the passengers and crew put to him by the officer for the purposes of the said Acts.

The master of any ship (a) arriving from a place beyond New Zealand, or (b) about to depart for a place beyond New Zealand, shall, if required by the officer of Customs, make suitable arrangements to the satisfaction of such officer to enable him to inspect and examine each passenger and each member of the crew, and shall also provide such reasonable accommodation and writing-materials as may be required by that officer for the purposes of the Immigration Restriction Acts.

The officer of Customs may put such questions as he deems necessary to any passenger or member of the crew for the purposes of the said Acts, and every person who refuses or fails to answer any such question, or who answers any such question in a manner which is false or misleading in any material particular, commits a breach of these regulations.

The Health Officer shall inform the officer of Customs as to any person on board the ship who comes within the restrictions of section 4 or of paragraph (b) or paragraph (c) of subsection (1) of section 14 of the Immigration Restriction Act, 1908.

The master of any ship arriving from a place beyond New Zealand who brings such ship alongside any wharf or landing-place without the permission of an officer of Customs commits a breach of these regulations.

Subject to the powers conferred on any Officer of Health under the Health Act, 1920, no person other than a pilot or other person necessary for the navigation of the ship shall, without the permission of an officer of Customs, board or leave any ship arriving from beyond New Zealand until the said ship shall, with the permission of such an officer, have come alongside a wharf or landing-place, or until the expiry of such further time as may be required by the officer of Customs for the inspection and examination of the passengers and crew.
PERSONS EN ROUTE TO PLACES BEYOND NEW ZEALAND.
- Any prohibited immigrant arriving at a port in New Zealand who satisfies the Collector of Customs that he is en route to some place beyond New Zealand may be permitted to land for a period not exceeding twenty-one days; provided that in every such case security by way of cash, bond, or otherwise to the satisfaction of the Collector of Customs shall be given to the Collector that the said prohibited immigrant will depart from New Zealand within the period allowed, and that he will report himself to the Collector prior to departure.
CERTIFICATE OF REGISTRATION.
- (1) Every person permanently resident in New Zealand who desires to leave New Zealand with the intention of returning thereto, and who is a person who would require a permit to enter New Zealand, shall make application in Form 12 to the Collector of Customs at the port nearest to his place of residence or at the final port of his departure for a certificate of registration under the Immigration Restriction Acts, and shall verify the particulars supplied in his application by a declaration made before an officer of Customs; provided that if the person desiring to leave New Zealand as aforesaid is under the age of fifteen years the application and declaration may be made by his father or by such other person as the Minister may permit. The declaration aforesaid shall be that set out in the said Form 12.
(2) Every such person shall provide two unretouched and unmounted half-length recent photographs of himself, of a size not exceeding 4½ in. by 3½ in. and not less than 3 in. by 2 in. He shall also furnish, at his own expense, such evidence as to his identity and residence in New Zealand, or as to any other fact or circumstances connected with him, as the Collector considers necessary to enable him to determine whether or not a certificate of registration should be issued.
(3) One of the photographs aforesaid shall be securely attached to the certificate, and the other shall be retained by the Collector.
(4) If the Collector is satisfied that the applicant is, under these regulations, entitled to a certificate of registration he shall issue the same in Form 13; but if he thinks it necessary or advisable he may refuse to deliver the said certificate to the applicant until the latter is on board the ship by which he is to leave New Zealand.
(5) Such certificate shall entitle the applicant to return to New Zealand within four years from the date of the same, or within such other period as the Minister may in any case determine.
(6) On the return to New Zealand of a person holding a certificate of registration issued in accordance with these regulations the Collector at the first port of arrival of the ship by which he so returns, if satisfied as to the identity of the holder with the person to whom the certificate was issued and that he has returned within the period specified in the certificate for his return, shall permit such person to land in New Zealand.
(7) Notwithstanding anything hereinbefore contained, the Minister may direct that any certificate of registration shall be or shall be deemed to be revoked if in the application for such certificate any statement is made or any information is furnished which is incorrect in a material respect.
OATH OF OBEDIENCE TO LAWS OF NEW ZEALAND.
- Any person may take the oath prescribed by section 16 of the Immigration Restriction Amendment Act, 1920, by signing in the presence of an officer of Customs a written copy of the oath in the form prescribed by that section, whether in the English or any other language.
DECLARATION BY PERSONS ARRIVING IN NEW ZEALAND.
- The declaration under section 3 of the Immigration Restriction Amendment Act, 1923, to be made and delivered to officers of Customs by persons before they land in New Zealand from places beyond the seas shall be in Form 14.
BREACHES OF REGULATIONS.

Every person who, in any declaration under these regulations, makes any statement which is incorrect in a material respect commits a breach of these regulations.

Every person to whom a permit is issued under these regulations shall comply with all the conditions contained in such permit, and a breach of any such conditions shall accordingly be a breach of these regulations.

Every person who commits a breach of these regulations shall be liable to a fine of £50.
