It shall not be obligatory for the Department to receive for storage any inflammable or dangerous goods, or any goods which, in the opinion of the wharfinger, may injuriously affect any other goods or merchandise.

HANDLING OF CARGO.
- (a) When labour is supplied by the Department for the handling of cargo the charges as set out in Schedule No. 6 shall be payable. Such charges shall include the receiving by the Department from the vessel, hauling, discharging, and tallying cargo at shed and delivering into railway trucks or to consignees, but shall not include any re-sorting of cargo which may be done at the request of the consignor or consignee. Such re-sorting shall be paid for as set out in Schedule No. 6 in addition to the charges for the handling of cargo.
(b) Heavy lifts or cargo involving risks and requiring special care and attention will be liable to an extra charge, subject to arrangement made with the wharfinger.
(c) In cases of full shipments, or special shipments, consignees or consignors may in lieu of the Handling Charges, as set out in Schedule No. 6, arrange with the Department to pay the actual cost of labour plus 15 per cent., but in all cases labour shall be subject to the supervision of the wharfinger.
(d) It shall be at the option of the wharfinger, on behalf of the Department, to charge in respect to general cargo according to weight or measurement, and, if he thinks fit, to disregard the weight or measurement mentioned in the manifest.
(e) In all cases the Department reserves the right of refusing to supply labour.
(f) The by-laws of the Waikokopu Harbour Board (now the Wairoa Harbour Board) shall apply to the control and working of the said wharf.

Where it is found necessary for the more convenient loading or unloading of sheep or cattle to erect a race from the yards to the vessel an additional charge of £1 shall be payable for each time such race is erected.
BUSINESS HOURS AND HOLIDAYS.
- The ordinary business hours upon the wharves shall be from 8 a.m. till 12 noon, and from 1 p.m. till 5 p.m. (Saturdays, Sundays, and holidays excepted), and on Saturdays from 8 a.m. to 12 o’clock noon.
The following days shall be observed as holidays: First, New Year’s Day; second, 2nd January; third, Good Friday; fourth, Easter Monday; fifth, Anzac Day; sixth, Sovereign’s Birthday; seventh, Labour Day; eighth, Christmas Day; ninth, Boxing Day; and such other days as the Department may from time to time declare to be wharf holidays.
The term “holidays” throughout this scale shall mean all such days as aforesaid, whether specially named in this scale or declared to be holidays by the Department as aforesaid.
