(d) Diploma allowance shall not be paid to any apprentice during periods in respect of which he shall not be in receipt of wages from the Department, and diploma allowance shall cease to be payable immediately on completion of apprenticeship.

(e) Apprentices in localities where, or within a reasonable distance of which, no day classes are provided by the Department, or where no Instructor is placed, may arrange to sit for the departmental examination if they so desire. Alternatively, the production of examination certificates for equivalent examinations given by public technical schools or colleges may, at the discretion of the Permanent Head be accepted in lieu of certificates for Departmental examinations: Provided, however, that the subjects comprised in such examinations and the standard of such examinations shall be previously approved by the Permanent Head.

(f) If any apprentice shall become entitled to the payment of diploma allowance for three years in succession, such allowance shall be paid to him during the remainder of his apprenticeship conditionally upon his maintaining the standard required by subparagraph (d) of paragraph (2) of Regulation 143.

By cancelling Regulation 136 and substituting therefor the following:—

  1. (a) Apprentices will be paid for shop holidays and for time during which they are absent from work with the permission of the master first had and obtained; they will also be paid for time during which they are absent from duty through illness, but in no case will such payment during illness extend (whether in one period or in the aggregate) for more than three months in any apprenticeship year. In no case shall any payment be made during illness or incapacity if such illness or incapacity has been caused by or has arisen from or out of the misconduct of the apprentice. Subject to the last preceding sentence of this paragraph apprentices shall be paid during periods they are absent from duty as the result of an accident which arises otherwise than out of and in the course of their employment, but the maximum time for which such payment shall be made (whether in one period or in the aggregate) shall be four weeks in each apprenticeship year.

(b) No apprentice who has been absent from duty on account of sickness or accident (whether or not such sickness or accident arose out of and in the course of the apprentice’s employment) for any period exceeding three months shall be permitted to resume duty in the Department unless and until a medical practitioner nominated by the Permanent Head certifies that such apprentice is fit to complete his apprenticeship.

(c) Any apprentice who is incapacitated through illness, or other cause, shall provide such medical certificates as may be required by the master.

By cancelling Regulation 143 and substituting therefor the following:—

  1. (1) (a) This paragraph shall apply only to apprentices in the Locomotive and Maintenance Branches.

(b) Every apprentice shall, as hereinafter more particularly set forth, attend such classes at public technical schools and colleges and at day schools provided by the Department, as may be directed by the Permanent Head, but it shall not be compulsory for an apprentice to attend night classes after shop hours on more than two nights per week, or for a longer period than two hours on any one night. Such compulsory course shall not extend beyond the first three years of the apprenticeship.

(c) During the first three years of apprenticeship, every apprentice shall, unless exempted by the Permanent Head, attend night classes at public technical schools or colleges on two nights per week for instruction in mathematics, drawing, strength of materials, and/or other subjects approved by the Permanent Head.

(d) During the first three years of apprenticeship every apprentice shall attend during working-hours such instruction classes as may be provided by the Department; such attendance shall be for not less than three hours on one day per week.

(e) The Department’s day classes shall have as their object instruction in railway subjects, and as far as practicable such instruction shall not overlap the instruction given to apprentices in public technical schools or colleges. Examinations for these day classes, which shall be supervised by public technical school or college authorities, shall be held and certificates shall be issued to successful examinees by such authorities.

(f) Any apprentice who shall have passed the intermediate or higher examination of any public technical school or college may be exempted from attending the Department’s day classes, but he shall take and persevere in such course of study as the Permanent Head may direct.

(g) The Department shall provide all instruments and apparatus required for use at departmental day classes, but not those required for use at technical schools or colleges.

(h) The Department shall refund the fees paid by any apprentice attending evening classes at a public technical school or college upon his furnishing to the Permanent Head satisfactory proof that he has attended at least 70 per cent. of the lectures or classes, and provided that the report of the Director is satisfactory. The Department will enter in the apprentice records, attendances and progress made at these classes.

(i) During the last two years of the apprenticeship, every apprentice may attend such day classes or lectures as are approved by the Permanent Head, and for this purpose may be granted leave of absence on full pay for any period not exceeding five hours in any week.

(2) (a) At a time to be specified in this behalf by the Permanent Head examinations for apprentices shall be held in each year in the work covered in the Department’s day classes, and marks shall be awarded for such examinations.

(b) Marks shall also be awarded to apprentices, apart from the examination, for progress and efficiency in their trades, application to work, punctuality, obedience, and general conduct.
