(2) The yearly average attendance so determined shall be the average attendance on which shall be based the grading, staffs, and salaries of schools, and the payments to Education Boards for incidental allowances of School Committees from the 1st February following:
Provided that until 1st February, 1930, the schools shall be graded on the yearly average attendance determined in accordance with the regulations previously in force.
(3) In order to ascertain the average attendance for the year ending 31st August, 1929, the average for the quarter ending 31st December, 1928, shall be substituted in the preceding subclauses of this clause for the average attendance for the third term of 1928.
10. (1) The average attendance for any education district for any term shall be the total of the average attendances of all the schools in such district for that term.
(2) The yearly average attendance for any district for the purposes of subsection (1) of section 6 of the Education Act, 1914, shall be the mean of the average attendances for such district for the three terms ending 31st December in each year.
11. In the case of a new school the mean of the average attendances for the terms of the year ending 31st August in which the school has been open continuously for not less than one term shall be deemed to be the yearly average attendance for such year; but the average attendance for any period before the term during the whole of which the school is open shall not be taken into account in calculating the yearly average attendance. A school that is reopened shall be deemed to be a new school if it has been closed for more than six months immediately preceding such reopening.
12. In the case of the opening of a new school, or in the case of the closing of a school, if such school is open for less than half the number of school days in the first or last term (as the case may be) in which the school is open, then in computing the average attendance for the education district for such term the average attendance at the said school shall not be taken into account.
13. When during any yearβ€”
(a) A main and a side school are separated and established as mixed or separate schools:
(b) A side school is attached to a main school:
(c) Two or more full-time schools are established as a group of part-time schools:
(d) A part-time school is established as a full-time school:
(e) A public school is established as a district high school:
(f) The attendance of one or more schools is affected by the consolidation of two or more schools or by the opening of a school in a new building on a new site, or by other causes approved for the purpose by the Minister:
then, in any of these cases, the school or group of schools so established shall be deemed to be a new school.
14. The average attendance of a side school or of a part-time school shall be calculated for all purposes for which it is required under the Act in the same way as the average attendance of a mixed or separate school.
15. The provisions of clauses 1, 2, 3, 4, and 8 of the regulations in this Schedule shall apply to schools registered as primary schools under section 7 of the Education Amendment Act, 1921–22.
16. Should any dispute or difficulty arise respecting the meaning or effect of the regulations in this Schedule, such dispute or difficulty shall be submitted to the Minister, whose decision thereon shall be final and conclusive.

SECOND SCHEDULE.

AVERAGE ATTENDANCE OF SECONDARY SCHOOLS.

The number of pupils in average attendance at any Secondary school, on the basis of which moneys are payable from the secondary Education Endowments Deposit Account for any provincial district to the governing bodies of the secondary schools in that district, in accordance with subsection (3) of section 30 of the Education Reserves Act, 1928, shall be the mean of the average attendances of such school for the school terms during the whole of which the school has been open in the year ending 31st December immediately preceding the date of payment of the money from the Public Account: Provided that, in the case of the opening of a new school during any year, the average attendance shall be regarded as nil till the school has been open for a whole term, and that thereafter, up till the
