Education Act, 1914.—Examinations in Technology.

ORDER IN COUNCIL.
At the Government House at Wellington, this 30th day of November, 1928.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers conferred upon him by the Education Act, 1914, and the amendments of that Act, and of all other powers enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth make the regulations set forth in the Schedule hereto relating to examinations in technology; and, with the like advice and consent, doth prescribe that this Order shall come into force on the date of publication thereof in the New Zealand Gazette.
SCHEDULE.

THE Director of Education (hereinafter referred to as the Director) is hereby authorized to conduct annual examinations in technology in such subjects as may be from time to time considered necessary by the Director.

The examinations may comprise three grades—namely, preliminary, intermediate, and final—and shall be conducted along the lines of the various syllabuses set out in Schedule I herewith.

A candidate may enter for the preliminary grade at any time.

A candidate for the intermediate grade must have previously passed in the preliminary grade, and must be certified by an Apprenticeship Committee, or by his employer in a trade or district in which an Apprenticeship Committee has not been constituted, to have the standing of at least a third-year apprentice in the trade or occupation relating to the subject for which he has entered. He must also be certified by the said Apprenticeship Committee or employer to have made satisfactory progress in such trade or occupation.

A candidate for the final examination must have previously passed in the intermediate grade, and must be certified by an Apprenticeship Committee or employer, as aforesaid, to have the standing of at least a fourth-year apprentice in the trade or occupation relating to the subject for which he has entered. He must also be certified by the said Apprenticeship Committee or employer to be an efficient workman.

Notwithstanding the foregoing, the Director may at any time accept for the intermediate or final examination the application of any candidate who, in the opinion of the Director, has reached a standard of education equivalent to the preliminary or intermediate examination (as the case may be), and who otherwise, in the opinion of the Director, should be accepted for examination in either of these grades. In no case, however, shall a candidate be accepted for the intermediate examination unless he has a standing of at least a third-year apprentice in the trade or occupation concerned, nor for the final examination unless he has at least the standing of a fourth-year apprentice in such trade or occupation.

The examination in each grade may consist of a written paper (or papers) and (or) a practical test (or tests). Candidates may also be required to submit specimens of work executed under such conditions as the Director may determine.

Candidates may be exempted from the preliminary or intermediate examination in any course on production of such certificate from the City and Guilds of London Institute as may be recognized for this purpose by the Director.

A candidate who passes the final examination shall receive a certificate to this effect.

The Director may from time to time appoint suitable persons to be examiners or moderators.

(i) The Director shall make arrangements for the conduct of the examination, and shall employ such supervisors as may be deemed necessary. He shall have power to do all such things as may be deemed necessary for the efficient conduct of the examination.
(ii) Examiners, moderators, and supervisors shall be entitled to receive such remuneration as may be approved by the Minister.
