Dangerous Drugs Regulations.

At the Government House at Wellington, this 24th day of September, 1928.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers conferred upon him by the Dangerous Drugs Act, 1927, and of all other powers and authorities enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations hereinafter set forth, and doth hereby revoke the regulations next hereinafter referred to.

REGULATIONS.

REGULATION 1.—PRELIMINARY.

(1) THESE regulations may be cited as the Dangerous Drugs Regulations, 1928.

(2) In these regulations, where not inconsistent with the context,—

“ The said Act ” means the Dangerous Drugs Act, 1927 :

“ Director-General ” means the Director-General of Health appointed under the Health Act, 1920 :

“ Licensee ” includes a person deemed to be a licensee under these regulations, and “ licensed ” and “ holder of a license ” have corresponding meanings :

“ Medical Officer of Health ” means the Medical Officer of Health in charge of the health district constituted under the Health Act, 1920, in which any premises are situate :

“ Registered chemist ” means a person for the time being registered as a pharmaceutical chemist within the meaning of the Pharmacy Act, 1908 :

“ Medical practitioner ” means a person for the time being registered under the Medical Practitioners Act, 1914, and not suspended from the practice of his profession under the Medical Practitioners Amendment Act, 1924 :

“ Dentist ” means a person for the time being registered under the Dentists Act, 1908 :

“ Veterinary surgeon ” means a person for the time being registered as a veterinary surgeon under the Veterinary Surgeons Act, 1926 :

“ Practitioner ” includes medical practitioner, dentist, and veterinary surgeon as herein defined :

A reference to “ these regulations ” shall be construed as a reference to Part I or Part II hereof as the case may require.

PART I: IMPORTATION AND EXPORTATION.

REGULATION 2.—LICENSES FOR IMPORTATION.

(1) A license to import dangerous drugs as defined by the said Act shall be in the form numbered 1 in the First Schedule hereto.

(2) Every person desiring to import any dangerous drugs (other than prepared opium, the importation of which is prohibited by the said Act) shall, before ordering the same, make application to the Comptroller of Customs, Wellington, in the form numbered 2 in the First Schedule hereto for a license to import the same, and shall satisfy him that the importation of the said drugs is lawful under the said Act and these regulations, and that any raw opium or coca leaf included in such application is required for, and, if imported,
