ALTERING REPRESENTATION OF CERTAIN DISTRICTS ON THE AUCKLAND HARBOUR BOARD AND APPOINTING PRINCIPAL AUTHORITY.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 14th day of February, 1928.
Present:
THE RIGHT HONOURABLE J. G. COATES, P.C., PRESIDING IN COUNCIL.
WHEREAS it is provided by section thirty-one of the Harbours Act, 1923 (hereinafter called “the said Act”), that the creation, abolition, merger, union, division, or other alteration of any constituent district or combined district shall not in itself have any operation so as to affect the then existing membership of a Harbour Board, and that the Governor-General may from time to time, by Order in Council, whenever in his opinion it becomes necessary or expedient so to do, make such provision with respect to the representation of any part of any rating-area or constituent or combined district as he thinks fit:
And whereas it is provided in the First Schedule of the said Act that, inter alia, one member of the Auckland Harbour Board shall be elected by the electors of the County of Waitemata and of the Borough of Avondale and of the Mount Roskill Road District:
And whereas the Borough of Avondale has, as from the first day of September, one thousand nine hundred and twenty-seven, been merged in the City of Auckland, it is expedient to make provision for the representation of the combined district of the County of Waitemata and of the Mount Roskill Road District:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Act, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that one member of the Auckland Harbour Board shall be elected by the electors of the County of Waitemata and of the Mount Roskill Road District, in lieu of one member by the electors of the County of Waitemata and of the Borough of Avondale and of the Mount Roskill Road District, and doth hereby select and appoint the Waitemata County Council to be the principal authority for the purpose of such elections by the electors of the combined district as hereby altered.

AUTHORIZING CHRISTCHURCH DRAINAGE BOARD TO BORROW MONEY.

At the Government Buildings, at Wellington, this 14th day of February, 1928.
Present:
THE RIGHT HONOURABLE J. G. COATES, P.C., PRESIDING IN COUNCIL.
WHEREAS by section three of the Christchurch District Drainage Amendment Act, 1923, it is enacted that the Christchurch Drainage Board may from time to time, in manner therein set out, borrow such sum as may be required for the purposes of making advances to owners of land as provided under section five of the said Act:
And whereas by the said section three it is provided, inter alia, that no greater sum than five thousand pounds shall be borrowed for this purpose in any one year without the consent of the Governor-General in Council:
And whereas the said Board is desirous of borrowing in the year nineteen hundred and twenty-eight for the purpose aforesaid the sum of fifty thousand pounds:
Now, therefore, in pursuance and exercise of the powers and authorities conferred on him by the said section three, and of every other power and authority enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of that Dominion, doth hereby consent to the borrowing by the Christchurch Drainage Board in the year nineteen hundred and twenty-eight of the sum of fifty thousand pounds for the purposes referred to in the said section three.

Arrangements for taking Poll respecting Proposed Borough of Martinborough.

At the Government Buildings at Wellington, this 14th day of February, 1928.
Present:
THE RIGHT HONOURABLE J. G. COATES, P.C., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Municipal Corporations Act, 1920, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby direct that a poll shall be taken on the proposal that the area described in the Schedule hereto may be constituted a borough under the Municipal Corporations Act, 1920, by name the Borough of Martinborough; and, further, doth hereby make the following appointments and arrangements for the purpose of taking the said poll:

  1. Frederick McAllum, of Martinborough, to be the Returning Officer for the purpose of taking the said poll, and also to be the person authorized to prepare a voters’ roll of the persons entitled to vote at the said poll.
  2. The voters’ roll prepared and signed by the said Frederick McAllum shall be the voters’ roll to be used at the said poll.
  3. Each person on such roll shall have and may exercise one vote, and no more.
  4. The said poll shall be taken on Wednesday, the seventh day of March, one thousand nine hundred and twenty-eight, and shall close at seven o’clock in the afternoon of that day.
  5. Except as herein provided, the poll shall be taken as nearly as may be in the manner provided by the Local Elections and Polls Act, 1925, and the Returning Officer hereby appointed shall be deemed to be a Returning Officer appointed for the purpose of that Act.

SCHEDULE.
AREA PROPOSED TO BE CONSTITUTED THE BOROUGH OF MARTINBOROUGH.
ALL that area in the Wellington Land District bounded by a line commencing at the north-western corner of Lot 667 on Plan 586, deposited in the office of the District Land Registrar at Wellington, and proceeding thence along the north-western boundary of the said Lot 667 to its north-eastern corner ; thence along the south-western, south-eastern, and north-eastern boundaries of Lot 723 on plan 586 aforesaid to the north-western corner of Lot 674 on the said Plan 586 ; thence north-easterly along the north-western boundary of the said Lot 674 and its production to the middle of the Huangarua Road ; thence south-easterly along the middle of Huangarua Road and Puruatanga Road to its intersection with the middle-line of Regent Street ; thence south-westerly along the middle of Regent Street to the middle-line of the public road forming the south-western boundary of Lots 763, 764, and 765 on Plan 250, deposited in the office of the District Land Registrar at Wellington ; thence south-easterly along that street to the middle of the street forming the south-eastern boundary of Lots 730, 736, 735, 741, and 742 ; thence south-westerly along that street to the middle of Dublin Street ; thence north-westerly along the middle of Dublin street to a point in line with the north-western boundary of Lot 759 on Plan 250 aforesaid ; thence south-westerly along the north-western boundaries of Lots 759, 760, 761, and 762 on the said Plan 250, to the north-western corner of the last-mentioned lot ; thence north-westerly along the south-western boundary of Lot 758, Plan 250 aforesaid, and its production across Regent Street and Jellicoe Street and along the south-western boundary of part Section 3, Wharekaka Registration Block, to a point in line with the production of the north-western side of Ferry Road ; thence along that line and its production to the north-western corner of Weld Street ; thence north-westerly along a right line, being the production of the south-western side of Weld Street, to a point in the north-western boundary of the said part Section 3 ; thence north-easterly along the said north-western boundary and its production to the south-western side of Kitchener Street ; thence by a right line to the north-western corner of Lot 667 on Plan 586, the point of commencement.
