Regulations under the Census and Statistics Act, 1926.

ORDER IN COUNCIL.

IN pursuance and exercise of the powers and authorities vested in him by the Census and Statistics Act, 1926, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations prescribing matters in relation to which statistics shall, with the approval of the Minister, be collected under section nine of the Census and Statistics Act, 1926, and the form in which they are to be furnished, and the persons from whom the particulars are to be required, and doth declare that these regulations shall take effect as from the day on which they are published in the New Zealand Gazette.

REGULATIONS.

  1. EVERY owner of a motor-vehicle plying for hire, or carrying passengers, mails, or merchandise over defined routes, shall, upon request, and within such time as he may be required by the Statistician so to do, furnish from time to time to the Statistician, or to whomsoever he may appoint, the particulars specified in the form set out in the First Schedule hereto in accordance with the instructions on or accompanying that form, and shall sign the form and transmit it by post or otherwise to the Statistician or to the officer appointed by him.

  2. Every owner of a motor-vehicle, other than a motor-vehicle to which the foregoing Regulation No. 1 applies, and which is engaged for commercial purposes in the transport of persons or goods of any description at least ten miles from base or headquarters, shall, upon request, and within such time as he may be required by the Statistician so to do, furnish from time to time to the Statistician, or to whomsoever he may appoint, the particulars specified in the form set out in the Second Schedule hereto in accordance with the instructions on or accompanying that form, and shall sign the form and transmit it by post or otherwise to the Statistician or to the officer appointed by him.

  3. In the two preceding regulations—
    “Owner” includes the manager, secretary, accountant, or other person for the time being in charge of the office or records of any individual person, partnership, firm, syndicate, company, or other organization engaged in the provision of motor transport, or using a motor-vehicle to which either of the two preceding regulations applies, or any person for the time being in charge of any motor-vehicle so engaged, and includes any Government Department or local authority conducting a motor-transport service by road or otherwise using motor-vehicles in connection with its activities.

NOTE.—For purposes of this question tires are not to be regarded as pneumatic—

(i) If the air used for inflation of the tire has been introduced in the process of manufacture or otherwise than by pressure applied from time to time, or

(ii) If when the tire is inflated for use the space occupied by air is less than one-half of the total volume of the tire so inflated.
