Notice to Persons in whom is vested Ecclesiastical Authority
over Religious Bodies.

THE attention of the persons or person within the Dominion of New Zealand in whom is vested ecclesiastical authority over any of the religious bodies enumerated in the Third Schedule annexed to an Act of the General Assembly of New Zealand intituled the Marriage Act, 1908, and of all other persons concerned, is directed to the 11th section of the above-mentioned Act, requiring the several ecclesiastical authorities as aforesaid to send in to the Registrar-General, in the month of December in every year, a correct list of their Officiating Ministers within the meaning of the Marriage Act, 1908, of each of the said religious bodies.

The following are the religious bodies above referred to:—
The Church of the Province of New Zealand, commonly called the Church of England.
The Presbyterian Church of New Zealand.
The Roman Catholic Church.
The Methodist Church of New Zealand.
All Congregational Independents.
Baptists.
The Lutheran Church.
All Hebrew Congregations.
The Society of Friends.
The Salvation Army.

In default of any person having ecclesiastical authority over any of the religious bodies named above, the name of the Officiating Minister of any congregation of such religious body may be certified to by two recognized office-bearers thereof.

A minister of religion not connected with any of the aforesaid bodies must send to the Registrar-General in the month of December in each year a certificate signed—
(a.) By the recognized head in New Zealand of the religious body to which he belongs; or
(b.) By two duly recognized ministers of such religious body; or
(c.) By ten adult members thereof, who append to their signatures their description as being such members, declaring that such minister is their Officiating Minister, the said signatures and descriptions being attested by some person who shall verify the signatures to the certificate as the genuine signatures of the persons whose they purport to be, by a statutory declaration signed by such person and appended to the certificate.

In each case enumerated under paragraphs (a), (b), and (c) above, the Minister of Internal Affairs must be satisfied that the body of persons named in the certificate is a religious body, and that the applicant is a minister of religion and is a person of good character and otherwise qualified to act as an Officiating Minister. In the case of the religious body known as “Brethren” a special form of certificate will be supplied on application.

Neglect in sending the certificate will deprive the minister of his status as an Officiating Minister under the Marriage Act.

N.B.—It is requested that the Christian names and the addresses of the several ministers may be specified in the lists sent in to the Registrar-General.

In order to obviate the necessity for further inquiry, it is also requested that the reason for omitting the name of any minister be stated (such as on account of death, absence from New Zealand, or as the case may be).

Kaikoura Peninsula: Light established.

Date of establishment: On 29th November, 1927, without further notice.

Position: At Point Kean, near the eastern extremity of Kaikoura Peninsula. Lat. 42° 25′4 S.; long. 173° 43′7 E. (approx.) on Chart No. 2529.

Abridged description: (U) Fl. ev. 15 sec., 134 ft., 15 M.

Character: Flashing white with red sector every 15 seconds thus: Flash 1 second, eclipse 14 seconds.

Elevation: 134 ft. (40m8).

Visibility: 15 miles.

Sectors: Further information regarding sectors will be issued.

Structure: White tower, 12 ft.

Note.—The light is unwatched.

Remarks: The precise position of the light, as determined by the New Zealand Government Department of Lands and Survey, is lat. 42° 25′ 28″.6 S.; long. 173° 42′ 57″.7 E.

Notice to Mariners No. 75 of 1927.

NEW ZEALAND.—SOUTH ISLAND.—EAST COAST.

Timaru Harbour: Flood Lights at Railway-yards visible Seaward.

Position: Lat. 44° 23′ S.; long. 171° 19′ E. (approx.).

Details: The Timaru Harbour Board report the flood lights recently installed at the railway-yards, Timaru, to be visible seaward of the port, and to ships approaching from the southward one of the flood lights may be seen at a considerable distance.

Caution: Owing to their elevation and brilliancy the flood lights may on some bearings apparently lessen the prominence of the harbour light.

Notice to Mariners No. 76 of 1927.

SOUTH PACIFIC OCEAN.—TONGA OR FRIENDLY ISLANDS.

Falcon Island: Dimensions of.

Position: Lat. 20° 19′ S.; long. 175° 25′ W. (approx.).

Details: The commodore commanding the New Zealand Naval Station reports that H.M.S. “Laburnum,” when visiting Falcon Island on the 7th October, 1927, observed its length in an north-south direction to be 1,730 yards, and its breadth in an east-west direction, 1,430 yards. Steam was seen issuing from the island. The position of the island appeared to be approximately as charted.

Lyttelton: Information re Time Signal.

Position: Lat. 43° 36′ S.; long. 172° 44′ E. (approx.).

Details: Owing to the absence of a return signal to the Dominion Observatory, the accuracy of the time-ball at Lyttelton cannot always be relied upon. The note “(Repd. unreliable, 1927)” is to be added to the existing note concerning the time-ball on the chart.
