Importations of Flour: “Dumping Duty” to be charged in certain Cases.

Customs Department,
Wellington, 27th January, 1927.

IT is hereby notified for general information that the Minister of Customs has directed that until further notice, when flour is hereafter imported into New Zealand under conditions which warrant the collection of “dumping duty” under section 11 of the Customs Amendment Act, 1921, such “dumping duty” must be paid unless exemption therefrom is given as hereinafter stated.

“Dumping duty” will not be charged in respect of flour imported from Australia which complies with each of the following conditions:—

(a.) Definite contracts must have been made not later than this date—viz., 27th January, 1927.

(b.) Such contracts must have specified shipment by vessels sailing from Australia during January or February, 1927.

(c.) The flour must reach New Zealand not later than the end of February, 1927.

Flour which does not fulfil these conditions will have to pay such “dumping duty” as is chargeable according to relevant facts; the amount of “dumping duty” being the difference (if any) by which the export price is exceeded by the legitimate home-consumption price in the country of export after due allowance is made for differences in trading conditions as between export and domestic sales respectively.

GEO. CRAIG, Comptroller of Customs.
