RETURNS.
- In respect of old-age and widows’ pensions, the Registrar shall despatch to the Commissioner, not later than the third day in every month, returns for the preceding month as under:—
(a) A return of new pensions granted, indicating therein the pension-numbers that have been allotted to transferred pensions. In the event of no new pensions being granted, a “Nil” return shall be forwarded.
(b) A return of applications for new pensions investigated by the Magistrate and not granted, giving the reasons.
(c) A return of applications for renewal refused or adjourned during the month, and the reason for such refusal or adjournment.
GENERAL.

Except where otherwise specially provided, all powers and functions conferred upon or exercisable by a Registrar under the provisions of the said Act, or under any regulations made in pursuance thereof, shall be exercisable also by the Commissioner.

In every case where the death of a pensioner is reported to a Registrar the pension-certificate current at date of death, together with any warrant issued in respect thereto, shall be obtained and forwarded to the Commissioner. Immediately it comes to the knowledge of any Postmaster that a pensioner has died it shall be his duty to at once notify the Commissioner of the date and place of such death, and to return any unpaid advice.

In every case where a pensioner is reported to have been committed to a mental hospital the pension-certificate current at the date of committal, together with any warrant issued in respect thereto, shall be obtained and forwarded to the Commissioner for the necessary action.

If at any time a Registrar or Postmaster has reason to believe that any person in receipt of a pension under the said Act has done any act with intent to assign such pension, or any instalment thereof, contrary to the provisions of section 85 of the said Act, he shall at once furnish the Commissioner with a report on the matter, and the Commissioner shall take such action as will insure the carrying-out of the provisions of the said Act.

It shall be the duty of a Clerk of Court, if at the time of the conviction of any person for any offence he has reason to believe that such person is a pensioner under the said Act, to ascertain whether such person is a pensioner, and, if so, to notify the Registrar of the conviction and of the nature of the offence.

On the death of any person in New Zealand being a male of the age of sixty-five years or upwards, or a female of the age of sixty years or upwards, or a widow with children under the age of fifteen years, or a totally blind person of the age of twenty years or upwards, or a miner, or a veteran of the Maori War, it shall be the duty of the Registrar of Deaths to whom the death is reported to inquire, and of the person reporting the death to inform the said Registrar, whether the deceased person was a pensioner under the said Act; and the said Registrar shall notify the Commissioner in writing of the death of any such person, even though he does not appear to be a pensioner.

It shall be the duty of the Public Trustee to supply to the Commissioner the names and addresses of deceased persons whose estates have been placed in his hands during each month for administration, and, in the event of any such person proving to have been a pensioner, to supply particulars of the estate.

It shall be the duty of members of the Police Force, in addition to assisting applicants in the preparation of their pension-claims and Income and Property Statements, to render such service as the Department may require. Authority to incur expenditure on any occasion must be obtained beforehand from the Commissioner through the local Registrar. A police officer or Clerk of Court or Postmaster, if he believes that any pensioner is drawing a pension to which by law he is not entitled, either by reason of employment or for any other cause, or that any pensioner misspends his pension in drink, shall at once communicate with the Registrar of the district in which the said pensioner is residing, and the Registrar shall in such cases as are necessary take action as provided in these regulations.

The employment of medical practitioners for the purpose of determining the extent of the incapacity of any applicant for a miner’s pension or for a pension to the blind shall be as decided by the Commissioner. The fee payable for the report of an examination by any such medical practitioner shall be £1 1s.

For the purposes of the said Act, New Zealand is hereby divided into pension districts with the names and boundaries following, that is to say,—
