New Zealand University Amendment Act, 1926.—Regulations for the First Election of Members of the Academic Board of the University of New Zealand by Professors of the University.

ORDER IN COUNCIL.

At the Government House at Wellington, this 13th day of April, 1927.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers conferred on him by the New Zealand University Amendment Act, 1926, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations hereinafter set forth for the first election of members of the Academic Board of the University of New Zealand by Professors of the University.

REGULATIONS.

  1. For the purpose of the first election of members of the Academic Board of the University of New Zealand by Professors of the University, the Registrar of the University shall be the Returning Officer.

  2. The election shall be held on the 10th day of May, 1927, and the poll shall close at 5 o’clock on the afternoon of that day, and all voting-papers shall be included and counted which, not being informal in accordance with the provisions of clause 9 hereof, are received by the Returning Officer in due course of post before 5 o’clock in the afternoon of the 16th day of May, 1927, or are delivered to him before 5 o’clock on the afternoon of the 10th day of May, 1927.

  3. The Registrar shall, not later than the 29th day of April, 1927, prepare a roll of the full names and addresses of the Professors of the University, and shall arrange the names in alphabetical order of surnames. Such roll shall be the roll used for the election to be conducted under these regulations.

  4. The roll shall be closed at the time when nominations close, and shall remain closed till the election is completed.

  5. (1) The Returning Officer shall, not later than the 16th day of April, 1927, post a written notice to each elector informing him—
    (a) The day and hour for the closing of nominations.
    (b) The number of candidates to be elected.
    (c) The day and hour for the closing of the poll.
    (2) Every candidate shall be nominated in writing by one or more electors entitled to vote for his election. Each elector may nominate any number of candidates not exceeding eight.
    (3) Every nomination-paper shall be in the form or to the effect of the following :—
    I, [Name and Address], being a Professor of the University of New Zealand entitled to vote in the election, hereby nominate [Name and Address] as a candidate for election to the Academic Board of the said University at the election to be held on the 10th day of May, 1927.

    (4) Nominations shall close at 5 o’clock on the afternoon of the 29th day of April, 1927.
    (5) A nomination paper shall be informal—
    (a) If it is not made and signed by a person entitled to vote in the election :
    (b) If it is received by the Returning Officer after the time at which nominations close :
    (c) If it does not bear the consent of the candidate in writing, unless such consent is received by the Returning Officer before the nominations are closed.

  6. (1) If the number of duly nominated candidates does not exceed eight the Returning Officer shall forthwith declare the candidate or candidates so nominated to be duly elected.
    (2) If the number of duly nominated candidates is greater than eight the Returning Officer shall, immediately after the closing of nominations, prepare and post to each elector whose name is on the roll, to his address,
