(2.) For the purposes of this regulation, the value of any kauri-gum exported shall be taken to be the value at which gum of like description and quality is sold for export free on board in the ordinary course of business at the time the said gum is placed on board the exporting vessel. Such value is hereinafter in these regulations referred to as “the current f.o.b. export value.”
(3.) The exporter shall on the entry required under section 69 of the Customs Act, 1913, for any kauri-gum exported and in addition to any other particulars therein required, state (a) the current f.o.b. export value of such gum, and (b) the amount of levy payable under these regulations, and shall verify the particulars hereby prescribed by declaration in like manner as the other particulars on the said entry; and shall at the time of delivering such entry to the Collector of Customs pay to the Collector the amount of such levy.
(4.) If the Collector of Customs has reason to believe or suspect that the value of any kauri-gum exported stated on the entry as aforesaid is less than the current f.o.b. export value thereof, he may value the gum at such higher sum as he thinks proper and his decision shall be final, and the levy shall be payable accordingly, except as hereinafter provided.
(5.) (a.) From any valuation made by the Collector of Customs under this regulation, the exporter may, if he thinks fit, appeal to the Board.
(b.) Such right of appeal shall be exercised by the exporter by giving to the Collector within fourteen days after the assessment or within such further time as the Collector may allow notice in writing that he appeals to the Board, and by depositing with the Collector the sum of £5 to be dealt with as hereinafter provided.
(c.) On any such appeal the Board shall, after giving a reasonable opportunity to the appellant to be heard, determine the current f.o.b. export value of the gum for the purposes of the levy, and the Board’s decision shall be final.
(d.) On any such appeal the burden of proving the current f.o.b. export value of the sum shall be upon the appellant.
(e.) If any such appeal is unsuccessful the said sum of £5 deposited as aforesaid, or any part thereof, may, in the discretion of the Board, be ordered to be retained by the Collector, on account of the expenses incurred by the Collector in the appeal, and any part of the said sum not ordered to be so retained shall be repaid to the appellant.
(6.) If any person makes any false statement on any entry with respect to the value or quality of any kauri-gum exported or proposed to be exported, or if by any act or omission he evades, or attempts to evade, or assists any person to evade payment of the full amount of the levy payable on any kauri-gum exported, he shall be deemed to have committed a breach of these regulations, and shall be liable to a fine not exceeding £5.

On moneys received in respect of levy collected hereunder the proportion deductible in respect of the services of the Collectors and other officers of the Department of Customs shall be 1 per centum

The travelling-allowances, fees, or other remuneration that may be paid to members of the Board shall be such as are from time to time determined by resolution of the Board, but shall not exceed the following rates:—
(a.) Moneys actually expended in payment for coach, motor, railway, steamboat, or other conveyance, or, in lieu thereof, an allowance to be fixed by the Board, not exceeding 6d. a mile computed for one way only of the distance travelled in respect of attending meetings of the Board.
(b.) A sum of £2 2s. per member for every day while engaged at meetings of the Board.
FIRST SCHEDULE.
NORTHERN (KAURI-GUM) ELECTORAL DISTRICT.
ALL that area in the North Auckland Land District comprised in Mangonui County, Whangaroa County, and Hokianga County Kauri-gum Districts.
SOUTHERN (KAURI-GUM) ELECTORAL DISTRICT.
All that area in the North Auckland and Auckland Land Districts comprised in the remaining Kauri-gum districts constituted under the Kauri-gum Industry Act, 1908.
SECOND SCHEDULE.

NOMINATION OF PRODUCERS’ REPRESENTATIVE ON KAURI-GUM CONTROL BOARD.

The number of candidates to be elected is ONE.
The voter must draw a line through the name of every candidate except the one for whom he desires to vote, and only one name must be left uncancelled.
This voting-paper must be signed by the elector on the back hereof and transmitted to the Returning Officer [Address] in a closed envelope so as to be delivered at his office not later than 4 o’clock p.m. on the day of , 192 . The envelope must bear on the outside the word “Voting-paper.”
An addressed envelope is enclosed for use in transmitting the voting-paper.
