Additional Regulations under the Census and Statistics Act, 1910.

I N pursuance and exercise of the powers and authorities conferred upon me by the Census and Statistics Act, 1910, as amended by the Census and Statistics Amendment Act, 1915, I, General Sir Charles Fergusson, Baronet, Governor-General of the Dominion of New Zealand, do hereby make the following regulations in addition to and amendment of those made on the seventh day of June, one thousand nine hundred and nineteen, and gazetted on the nineteenth day of June of the same year (hereinafter referred to as the said regulations), prescribing the method in which the statistical information required to be furnished under section twenty-one (f) of the Census and Statistics Act, 1910, shall be collected by the Statistician, and do hereby declare that the regulations hereby made shall be read together with and be deemed part of the said regulations.

REGULATIONS.

THE definition of “owner” contained in clause 2 of the said regulations is hereby revoked, and the following definition is substituted therefor:—
“Owner” includes the manager, receiver for debenture-holders or otherwise, liquidator, assignee in bankruptcy or otherwise, or person for the time being in charge of a factory or building and contracting establishment. -
(a.) The owner of every building and contracting establishment shall, at such time or times and in such manner as prescribed in the said regulations, furnish to the Statistician, or to whomever he may appoint, the particulars specified in the form set out in the First Schedule hereto.
(b.) In this regulation “building and contracting establishment” includes establishments engaged in the construction or repair of buildings, wharves, jetties, bridges, or other construction-work which employ two or more hands, inclusive of working proprietors.

The forms prescribed as “Census, M. & W. 5: Manufactories—Special Schedule—Butter, Cheese, and Condensed-milk Factories”; “Census, M. & W. 15: Manufactories—Special Schedule—Electric Supply”; “Census, M. & W. 16: Manufactories—Special Schedule—Electric Tramways,” in the Second Schedule to the said regulations are hereby revoked, and in lieu thereof the respective forms set out in the Second Schedule hereto are prescribed as the forms in which the information referred to in clause 1 of the said regulations shall be supplied by the owner of every butter, cheese, or condensed-milk factory, electric-supply establishment, and electric tramway respectively.

The respective forms set out in the Third Schedule hereto are hereby prescribed as the forms in which the information referred to in clause 1 of the said regulations shall be supplied by the owner of every motor-engineering establishment and flax-mill respectively.

The respective forms set out in the Second Schedule to the said regulations are amended by revoking the particulars therein contained relating to the “average number of persons engaged and salaries and wages paid,” and substituting therefor the particulars set out in the Fourth Schedule hereto.

The respective forms set out in the Second Schedule to the said regulations are further amended by adding to each of them the particulars set out in the Fifth Schedule hereto.
