Regulations relating to the Importation of Grass-seed from 
the Commonwealth of Australia.—Notice No. Ag. 2552.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 21st day 
of December, 1925.

Present:

THE HONOURABLE J. G. COATES PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers conferred upon 
him by the Stock Act, 1908, and of all other powers 
enabling him in this behalf, His Excellency the Governor- 
General of the Dominion of New Zealand, acting by and 
with the advice and consent of the Executive Council of the 
said Dominion, doth hereby revoke the regulations relating 
to the importation of grass-seed from the Commonwealth of 
Australia made by Order in Council on the thirtieth day of 
July, one thousand nine hundred and twenty-three, and 
gazetted on the second day of August, one thousand nine 
hundred and twenty-three, and make the following regulations 
in lieu thereof:—

REGULATIONS.

1. For the purposes of these regulations the term “grass- 
seed” includes lucerne, clover, and millet seed.

2. The introduction of grass-seed grown in the State of 
Queensland, or the tick-infestation quarantine area of New 
South Wales, is prohibited.

3. Grass-seed grown in the State of New South Wales 
other than in the tick-infestation quarantine area, may be 
imported into New Zealand subject to the following conditions : 
(a) That prior to shipment to the Dominion it has been 
subjected to fumigation by carbon bisulphide, at a strength 
of 10lb. to 1,000 cubic feet of chamber-space, for a period 
not less than twenty-four hours, and (b) that it is accompanied 
by a certificate, signed by the consignor, in the form of the First Schedule hereto, and also by a certificate, 
signed by an officer of the Department of Agriculture of that 
State, in the form of the Second Schedule hereto.

4. Grass-seed grown in the States of Victoria, South Aus- 
tralia, Western Australia, and Tasmania may be imported 
into New Zealand, subject to the production of a certificate 
signed by the consignor, in the form of the Third Schedule 
hereto, and also a certificate, signed by an officer of the 
Department of Agriculture of the State in which it was grown, in the form of the Fourth Schedule hereto.

And it is hereby declared that these regulations shall come into force on the date of publication of this Order in the New Zealand Gazette.

FIRST SCHEDULE.

The Stock Act, 1908 (New Zealand).

CONSIGNOR'S CERTIFICATE TO ACCOMPANY GRASS-SEED IM-
PORTED FROM NEW SOUTH WALES INTO NEW ZEALAND.

I HEREBY certify that the whole of the grass-seed contained 
in the consignment comprising [State number and kind of 
packages] of [State kind of grass-seed], to be shipped by [Name 
and address of consignor] to [Name and address of consignee] 
per [Name of vessel] and marked , is the produce of 
New South Wales, and was grown at [State exact locality], 
which is not in the tick-infestation quarantine area.

SECOND SCHEDULE.

INSPECTOR'S CERTIFICATE TO ACCOMPANY GRASS-SEED IM-
PORTED FROM NEW SOUTH WALES INTO NEW ZEALAND.

I HEREBY certify that the above-written certificate is to the 
best of my knowledge correct, and that the grass-seed referred 
to therein has been subject to carbon bisulphide fumigation 
for a period of not less than twenty-four hours.

Warrant apportioning the Annual Payments of Interest and other 
Charges in respect of a Loan originally raised by the Egmont 
County Council between the Egmont County Council and the Opunake Town Board.

CHARLES FERGUSSON, Governor-General.

WHEREAS by section seventy-three of the Local Bodies' 
Loans Act, 1913, it is, inter alia, provided that where 
part only of an area over which a special rate is made as 
security for a loan is merged or included within the district 
of a local authority that made the rate, then the whole of 
the liability in respect of the loan shall continue to be a liability of the local authority that raised the loan, but the Governor-General may, upon the written application of that local 
authority, by Warrant under his hand, direct that any local 
authority in whose district part of such area has been merged 
shall pay annually to the first-mentioned local authority during the currency of the loan, on such date as is specified, such 
amount as he considers a duly proportionate part of the interest and other charges in respect of the loan:

And whereas a part of the area over which a special loan of 
nine thousand pounds for re-erecting bridges in the county in 
re-enforced concrete was raised by the Egmont County Council, 
has been merged or included in the Opunake Town District:

And whereas it has been mutually agreed between the Egmont County Council and the Opunake Town Board that the amount of twenty-four pounds seventeen shillings and sevenpence be paid annually by the Opunake Town Board to the Egmont County Council as its duly proportionate part of the interest and other charges payable in respect of the loan:

And whereas written application has been made by the Egmont County Council to direct accordingly:

Now, therefore, I, General Sir Charles Fergusson, Baronet, Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred on me by section seventy-three of the Local Bodies' Loans Act, 1913, do hereby direct that the Opunake Town Board shall in respect of the above-mentioned loan pay annually to the Egmont County Council on the first day of March in each and every year during the currency of the said loan, the abovementioned amount of twenty-four pounds seventeen shillings and sevenpence as its duly proportionate part of the interest and other charges payable in respect of the said loan.

As witness the hand of his Excellency the Governor-General, this 23rd day of December, 1925.

Appointing a Member of the Nelson Harbour Board.

CHARLES FERGUSSON, Governor-General.

WHEREAS it is provided by subsection three of section thirty-eight of the Harbours Act, 1923, that in the event of an extraordinary vacancy in the office of a non-elective member of a Harbour Board, the Governor-General shall, by Warrant under his hand, appoint some qualified person in his place:

And whereas Albert Gilbert, a non-elective member of the 
Nelson Harbour Board, has resigned his office, and an extraordinary vacancy in the membership of the Board has been created, and it is desirable to appoint a qualified person in his place:

Now, therefore, His Excellency the Governor-General of 
the Dominion of New Zealand, in exercise of the hereinbefore-recited power and authority, doth hereby appoint James Allen to be a member of the Nelson Harbour Board in the place of the said Albert Gilbert, resigned.

As witness the hand of His Excellency the Governor-General, this 24th day of December, 1925.
