SIR,—With reference to my despatch, Dominions No. 529, of the 16th December, 1925, I have the honour to transmit to Your Excellency, for the information of your Ministers, copies of an extract from the London Gazette of the 8th of January, containing a notification by the Foreign Office, dated the 1st of January, regarding the application of the Extradition Treaty with Latvia to the Commonwealth of Australia (including Papua and Norfolk Island), New Zealand, the Union of South Africa, the Irish Free State, and Newfoundland.

EXTRADITION TREATY of July 16th, 1924, between GREAT BRITAIN and LATVIA (application to British self-governing Dominions).

Whereas by the “Latvia (Extradition) Order in Council, 1925,” it was provided that from and after the 30th day of October, 1925, the Extradition Acts, 1870 to 1906, should apply in the case of Latvia under and in accordance with a Treaty concluded on the 16th day of July, 1924, between His Majesty and the President of the Latvian Republic :
And whereas it was further provided by the said Order in Council that the operation of the said Acts should be and remain suspended within the self-governing Dominions hereinafter named, that is to say the Commonwealth of Australia (including for this purpose Papua and Norfolk Island), the Dominion of New Zealand, the Union of South Africa, the Irish Free State, and Newfoundland, and India, until notification should have been made in the London Gazette that the Treaty had been made applicable thereto, and that on such notification being made in respect of any such Dominion or India the said Acts should apply in such Dominion or India in the case of Latvia under and in accordance with the said Treaty as from the date of the said notification :
Now, therefore, it is hereby notified that the said Treaty has been made applicable to the Commonwealth of Australia (including for this purpose Papua and Norfolk Island), the Dominion of New Zealand, the Union of South Africa, the Irish Free State, and Newfoundland, and India, as and from the present date, viz. : the 1st day of January, 1926.

THE following notices, received from the Chairman of the Council of the County of Kairanga, are published in accordance with the provisions of the Local Bodies’ Loans Act, 1913.

KAIRANGA COUNTY COUNCIL.
Taonui Riding.
PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Taonui Riding of the County of Kairanga taken on the 25th day of February, 1926, on the proposal of the Kairanga County Council to borrow the sum of £2,000 for the purpose of building and renewing bridges and culverts in the Taonui Riding,—
The number of votes recorded for the proposal was 113; the number of votes recorded against the proposal was 40; informal, 4.
I therefore declare the proposal was carried.
Fitzherbert Riding.
Pursuant to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Fitzherbert Riding of the County of Kairanga taken on the 25th day of February, 1926, on the proposal of the Kairanga County Council to borrow the sum of £2,000 for the purpose of building and renewing bridges and culverts in the Fitzherbert Riding,—
The number of votes recorded for the proposal was 17; the number of votes recorded against the proposal was 8.
I therefore declare the proposal was carried.

PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Manawatu Drainage District taken on the 25th day of February, 1926, on the proposal of the Manawatu Drainage Board to borrow the sum of £5,000 for the purpose of improving the Joint Outlet, Whiskey Creek, Burke’s Drain, Boundary Drain, and Main Drain,—
The number of votes recorded for the proposal was 153; the number of votes recorded against the proposal was 75; informal, 2.
I therefore declare the proposal was carried.

PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that a poll of the ratepayers of the County of Waiapu was taken on the 20th day of January, 1926, on the proposal of the Waiapu County Council to borrow the sum of £10,000 for roadmaking purposes.
The number of votes recorded for the proposal was 21; the number of votes recorded against the proposal was 1.
I therefore declare that the proposal was carried.
