Postal Regulations.—Cinematograph-films.

ORDER IN COUNCIL.
At the Government House at Wellington, this 22nd day of December, 1924.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS by Order in Council dated the seventeenth day of January, one thousand nine hundred and ten, and gazetted on the eighteenth day of January, one thousand nine hundred and ten, regulations were made under the authority of the Post and Telegraph Act, 1908 (hereinafter referred to as "the said Act"), inter alia, defining the conditions under which cinematograph-films may be conveyed by post:

And whereas it is expedient to amend such regulations as hereinafter set forth:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke regulation numbered 8, under the heading "Patterns and Samples," in the above-recited Order in Council, and in lieu thereof doth hereby make the regulations set forth in the Schedule hereto; and doth hereby direct that this Order in Council shall be read together with and form part of the Order in Council first herein mentioned, and shall take effect on and from the date of its publication in the New Zealand Gazette.

SCHEDULE.

  1. CINEMATOGRAPH-FILMS posted in New Zealand addressed to places within the Dominion shall be sent only by parcel post. Such films must be packed in special fireproof metal containers complying with the specification shown in sections 2 and 3 herein.

  2. Each container must be made of galvanized iron of not less than 24 gauge, strengthened by ridging 2 in. apart, and lined throughout with hard fibre board, at least 1/4 in. thick, and riveted to the metal. The corners of the sides and bottom of the container must be strengthened by folded seams.

  3. A container must have a permanent cover attached to it, composed of the same material as the container, and lined in a similar manner; and, further, there must be provided a metal eye-bolt and permanent catch, which will connect with a metal hasp fitted to the cover.

  4. Each container shall have attached to it by the sender a yellow "tie-on" address label. In addition, one "paste-on" address label may be attached to a container; but not more than one "paste-on" label shall be attached to any film container at any one time.

  5. The rate to be charged for a five-film container to or from an office at which the limit of weight for parcels is 11 lb. shall be that charged for five single 11 lb. parcels; and if sent "express transit," five "express transit" fees also shall be charged.

  6. The rate to be charged for a five-film container to or from an office at which the limit of weight for parcels is 28 lb. shall be that charged for two single 22 lb. parcels and one 11 lb. parcel. In the case of containers to or from these offices three "express transit" fees also shall be charged when the parcels are sent "express transit."

  7. When a container posted from one 28 lb. office to another 28 lb. office at "express transit" rates requires to be sent over a motor or coach route, the rate to be charged shall be that obtaining for five 11 lb. parcels, plus five "express transit" fees.

  8. In special cases a five-film container posted to or from an office at which the limit of weight for parcels is 11 lb., or a five-film container sent over any motor or coach route, enclosing in either case only four films, shall be charged as for four single 11 lb. parcels, plus four "express transit" fees if sent "express transit." When such a container enclosing only four films is posted to or from an office at which the limit of weight is 28 lb., the postage charged shall be the same as for two single 22 lb. parcels, plus two "express transit" fees if sent "express transit."

  9. A single-film container shall be charged one 11 lb. parcel rate, plus one "express transit" fee if the parcel is sent in that manner.

  10. Cinematograph-films posted in New Zealand addressed to any country beyond the Dominion which does not prohibit their transmission by post shall be accepted at printed paper rates, provided that the weight of such films does not exceed 4 lb. The films may also be accepted for transmission by parcel post, provided that the weight of each parcel does not exceed 11 lb. Cinematograph-films, whether sent as printed papers or as parcels, must be enclosed in a tin box which, in turn, must be enclosed in a strong outer wooden box or wrapped in a stout material which is not a good conductor of heat.

Transfer of Oamaru Hospital to Waitaki Hospital Board (H. 2/12).

ORDER IN COUNCIL.
At the Government House at Wellington, this 22nd day of December, 1924.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS under section one hundred of the Hospitals and Charitable Institutions Act, 1909, it is enacted that the trustees of a separate institution may at any time after the commencement of the Act, by resolution approved by a general meeting of the contributors, decide to transfer the institution to the Hospital Board of the hospital district in which the institution is situated, and the Governor-General may thereupon, if he thinks fit, declare by Order in Council that the institution is transferred to that Board accordingly:

And whereas the contributors to the Oamaru Hospital, which is a separate institution under the aforementioned Act, have passed a resolution deciding to transfer the Oamaru Hospital to the Waitaki Hospital Board as from the thirty-first day of March, one thousand nine hundred and twenty-five:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred upon him by the said Act, doth hereby declare that the Oamaru Hospital is transferred to the Waitaki Hospital Board as from the thirty-first day of March, one thousand nine hundred and twenty-five.
