money, or such amount thereof as has not been borrowed, at such rate of interest, or for such term, as may be prescribed by the Governor-General by Order in Council:

And whereas the Thames Harbour Board has been authorized to borrow the sum of sixty thousand pounds for harbour-improvement works, and is now desirous of raising the sum of forty thousand pounds, being the balance of the loan of sixty thousand pounds:

And whereas the Minister of Finance has given his precedent consent as required by the above-recited section eleven, and it is desired that the rate of interest at which the money may be borrowed be not exceeding six per centum per annum:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him as aforesaid, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the rate of interest that may be paid by the Thames Harbour Board in respect of the said loan of forty thousand pounds shall be a rate not exceeding six per centum per annum, and the said Thames Harbour Board is hereby authorized to borrow the said sum of forty thousand pounds accordingly.

Vesting the Control of Scenic Reserves in the Summit Road Scenic Reserves Board, under the Scenery Preservation Act, 1908.


CHARLES FERGUSSON, Governor-General.

IN pursuance and exercise of the powers and authorities conferred upon him by section thirteen of the Scenery Preservation Act, 1908, His Excellency the Governor-General of the Dominion of New Zealand doth hereby vest the control of the reserves described in the Schedule below (being land reserved under the said Act), for the period of three years from the date hereof (unless previously altered or revoked under the said Act), in the undermentioned persons, namely—

The Commissioner of Crown Lands for the Canterbury Land District, or his Deputy (ex officio),
David Bates,
George Thomas Booth,
George Bowron,
Charles Reginald Clark,
Henry George Ell,
George Gould,
George Harper,
Henry Smart Hobday,
William Machin,
Arthur Roscoe Vernon Morten,
Walter Fox Parkinson,
William Reece, and
Frederick Maurice Warren,

who are hereby constituted for that purpose a special Board by the name of the Summit Road Scenic Reserves Board (herein referred to as “the Board”), in trust, for the preservation of scenery, and with the powers and subject to the conditions hereinafter contained, that is to say,—

  1. The Board shall meet for the transaction of business at the District Lands and Survey Office, Christchurch, at such times as may be fixed by the Board. The first meeting shall be held on Monday, the twenty-sixth of January, one thousand nine hundred and twenty-five.

  2. The Commissioner of Crown Lands or his Deputy shall be the Chairman of the Board. He may join in the discussion, and shall have an original as well as a casting vote.

  3. Special meetings may be convened by the Chairman, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  4. Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

  5. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

  6. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be chairman of such meeting.

  7. If by resignation, death, incapacity, or otherwise the seat of any member shall be or become vacant, or if any member absents himself, without reasonable cause, from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.

  8. The Board shall prepare and submit at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous year ending on the thirty-first day of March, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister charged with the administration of the said Act as soon as possible after each annual meeting.

  9. The Board shall control the said reserve in accordance with the provisions of the said Act and of the regulations made thereunder.

IN pursuance and exercise of the powers conferred by section five, subsection five, of the Main Highways Act, 1922, I, Sir Charles Fergusson, Baronet, Governor-General of the Dominion of New Zealand, do hereby appoint

Charles John McKenzie, Esquire,

of Wellington, Assistant Engineer-in-Chief of the Public Works Department, to be an acting-member of the Main Highways Board to act in the event of absence of any member from any meeting of the Main Highways Board.

As witness the hand of His Excellency the Governor General, this 31st day of December, 1924.
