FOR SECURING THE CLEANLINESS AND FREEDOM FROM CONTAMINATION
OF CORDIALS, SYRUPS, AERATED WATERS, AND BEVERAGES.

  1. (1.) No person shall use any premises for the purpose of preparing or manufacturing or bottling cordials, syrups, aerated waters, or beverages until he has obtained the permission in writing of the local authority, subject to such conditions as to license as the local authority may by by-law prescribe.

(2.) No person shall use any premises for the preparation or manufacturing or bottling for sale of cordials, syrups, aerated waters, or beverages otherwise than in accordance with the following provisions, that is to say :β€”

(a.) Every building shall be substantially built and in good repair, and so constructed as to offer as far as possible no harbourage for rats, mice, and other vermin.

(b.) The floors of every place in which cordials, syrups, aerated waters, or other beverages are mixed, prepared, boiled, or bottled shall be of cement concrete, mineral asphalt, tiles, or other material impervious to water, and laid with a smooth, even surface, graded and drained so that all liquids spilt thereon may flow off to the open air without impediment.

(c.) The internal surface of the walls of every room used for the mixing, boiling, or bottling of cordials, syrups, aerated waters, or other beverages shall be constructed of brick, tiles, cement, or other material impervious to water and having a smooth surface: Provided that wood lining may be used if the lining-boards are placed vertically, with closely set joints painted with at least three coats of light-coloured paint, distemper, or calcimined.

(d.) The ceiling or roof shall be provided with a lining so laid as to be dust-proof, and shall be painted or calcimined.

(e.) Every room and passage on the premises shall be well lighted and ventilated.

(f.) No room used for preparing, bottling, or storing food shall communicate directly with any sleeping-room, or any stable, pigsty, urinal, or privy, or have in it any opening into any drain or sewer.

(g.) There shall be adequate provision of hot and cold water, and of sinks and like fittings, for cleaning all appliances used in preparing and bottling food, and there shall be drainage to the approval of the local authority.

(h.) In every yard, pathway, and cartway on the premises such area as may be indicated by by-law, or, in the absence of such by-law, by an Inspector of Health, shall be provided with a covering of macadam, concrete, asphalt, or other hard even surface, suitably graded and drained.

(i.) Paragraphs (b), (c), and (d) hereof shall not apply to premises which at the time these regulations come into force are in use for the preparation or manufacture or bottling of cordials, syrups, aerated waters, or beverages: Provided that such premises are substantially built and in good repair, and otherwise comply with these regulations.

(j.) Paragraph (b) shall not apply to bars, soda-fountain bars, and the like places in which beverages are prepared for retail sale and consumption on the premises.

(3.) No person shall prepare, bottle, or store any cordials, syrups, aerated waters, or beverages for sale otherwise than in accordance with the following provisions, that is to say :β€”

(a.) The floor and walls of every room on the premises shall at all times be reasonably clean.

(b.) Every receptacle and appliance used in preparing or bottling food shall be so constructed as to be easily cleansed, and shall be kept clean.

(c.) Materials for use in the preparation of food shall be so stored and protected as to keep them free from any source of contamination or taint.

(d.) Every person employed in handling, preparing, bottling, or packing food for sale, or in cleansing bottles and like containers, shall at all times keep his person and clothing clean, and shall observe the provisions of clause 4 of these regulations.
