And whereas the Marton Borough Council has been authorized to borrow the sum of two thousand five hundred pounds for enlarging the town hall:
And whereas the Minister of Finance has given his precedent consent as required by the above-recited section eleven, and it is desired that the rate of interest at which the money may be borrowed be not exceeding six per centum per annum:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him as aforesaid, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the rate of interest that may be paid by the Marton Borough Council in respect of the said loan of two thousand five hundred pounds shall be a rate not exceeding six per centum per annum, and the said Marton Borough Council is hereby authorized to borrow the said sum of two thousand five hundred pounds accordingly.

I N pursuance and exercise of the powers and authorities conferred on me by section twenty-five of the Naval Defence Act, 1913, and section five of the Naval Defence Amendment Act, 1922, and of all other powers and authorities enabling me in that behalf, I, John Rushworth, Viscount Jellicoe, Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, do hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.
SCHEDULE.
REGULATIONS FOR THE GOVERNMENT AND PAYMENT OF THE NEW ZEALAND DIVISION OF THE ROYAL NAVY.

In regulation No. 41, as amended by Order in Council of 28th August, 1922, for rates of messing and victualling allowances of 10d. and 1s. 8d. per diem respectively, substitute 9½d. and 1s. 6½d. per diem respectively, with effect as from 1st January, 1923.

In regulation No. 42, as amended by Order in Council of 28th August, 1922, for rate of general mess allowance of 1s. 9d. per diem, substitute 1s. 7½d. per diem, with effect as from 1st January, 1923.

In Appendix II amend heading “Writer and Victualling Ratings” to read “Writer and Supply Ratings,” and line reading “Third Writer and Victualling Assistant” to read “Third Writer and Supply Assistant.”

In Appendix III cancel scale of allowances for charge of mess traps, officers' messes, and substitute:

REGULATIONS FOR THE NEW ZEALAND ROYAL NAVAL RESERVE (MEN).

In regulation No. 1, add to statement as to composition of Class B: “Men who can show at least one year's previous sea service, Naval or Mercantile Marine, who are in regular approved employment ashore, may be entered in this class in Engine-room Artificer and Stoker ratings, provided they possess the requisite qualifications.”

In regulation No. 4, cancel second sentence and substitute: “Time served during the war will count as 'double time' in this connection.”

Amend regulation No. 5 to read: “No man with three or more years man's service will be accepted for entry unless he is in possession of one or more good-conduct badges, &c.

Prescribing the Rate of Interest that may be paid by the Central Electric-power Board in respect of £40,000, being Part of a Loan of £200,000 authorized to be raised for Reticulation and supplying Electric Power.

WHEREAS section eleven of the Finance Act, 1921, as amended by section six of the Local Bodies' Loans Amendment Act, 1921, provides that, notwithstanding anything to the contrary in any Act or in any rule of law, where a local authority or public body has been authorized before the passing of the said Act, or is thereafter authorized, to borrow money, whether pursuant to a poll of ratepayers or otherwise howsoever, whether the rate of interest or the term of years of the loan was or was not specified or determined, and such money or any part thereof has not been borrowed, the local authority may, with the precedent consent of the Minister of Finance, borrow such money, or such amount thereof as has not been borrowed, at such rate of interest, or for such term not less than ten years, as may be prescribed by the Governor-General by Order in Council:
And whereas the Central Electric-power Board has been authorized to borrow the sum of two hundred thousand pounds for reticulation and supplying electric power, and now proposes to borrow forty thousand pounds, being a further portion of the two hundred thousand pounds:
And whereas the Minister of Finance has given his precedent consent as required by the above-recited section eleven, and it is desired that the rate of interest at which the said forty thousand pounds may be borrowed be not exceeding six per centum per annum:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him as aforesaid, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the rate of interest that may be paid by the Central Electric-power Board in respect of the said sum of forty thousand pounds shall be a rate not exceeding six per centum per annum, and the said Central Electric-power Board is hereby authorized to borrow the said sum of forty thousand pounds accordingly.
