WHANGAREI BOROUGH COUNCIL.
RESOLUTION MAKING SPECIAL RATE.
IN pursuance and in exercise of the powers vested in it in
that behalf by the Local Bodies' Loans Act, 1913, and
of all other powers (if any) it thereunto enabling, the Wha-
ngarei Borough Council hereby resolved as follows:-
That, for the purpose of providing for the payment of
interest, sinking fund, and other charges on the Whangarei
Borough Kensington Park Improvement Loan No. 2, 1923,
of Β£3,000, authorized to be raised by the Council, under the
above-mentioned Act, for the purpose of improving Ken-
sington Park, the said Council hereby makes and levies a
special rate of three twenty-fifths of a penny (3/25d.) in the
pound sterling on the rateable value (on the basis of the un-
improved value) of all rateable property in the Borough of
Whangarei; and that such special rate shall be an annual-
recurring rate during the currency of such loan, being a period
of twenty (20) years, or until the loan is fully paid off, and
be payable yearly on the 1st day of June in each and every
year during the currency of such loan.

RESOLUTION.
THE following regulations were laid before the members
of the South Canterbury Hunt Club at a meeting
held on the 26th day of January, 1923, at Timaru, with a
recommendation by the Chairman of such club, Mr. C. L.
Orbell, that the same be passed at once with a view to their
approval by His Excellency the Governor-General, in pur-
suance of the Gaming Act, 1908, section 33.
Mr. C. L. Orbell, the Chairman of such club and the meeting,
moved, and Mr. W. J. Bassett seconded, and it was resolved,
that such regulations should be adopted, and that the
Chairman and Secretary be authorized to sign the same
in authentication thereof.
SOUTH CANTERBURY HUNT CLUB.
REGULATIONS.
(Under the Gaming Act, 1908.)
In pursuance and exercise of the powers in that behalf con-
tained in section 33 of the Gaming Act, 1908, and of all
other powers and authorities it enabling in that behalf, the
South Canterbury Hunt Club, a racing club within the meaning
of the said Act (hereinafter referred to as "the said club"),
doth hereby revoke the regulations dated the 13th day of
July, 1918, and in lieu thereof doth hereby make the follow-
ing regulations controlling the admission of persons to that
part of the Timaru Racecourse Reserve situated in the district
of Washdyke, and known as the Timaru Racecourse, while
the said racecourse is used or occupied by the said club for
race meetings.

  1. These regulations shall come into force on the date of
    the same being published in the New Zealand Gazette.
  2. In these regulations the words "bookmaker," "racing
    club," and "race meeting" shall have the meanings acribed
    to those terms respectively by section 2 of the Gaming Act,
  3. The following persons shall be and are hereby excluded
    from the racecourse above described while the same is used
    or occupied by the said club for a race meeting, namely,-
    (a.) Bookmakers.
    (b.) Bookmakers' clerks, bookmakers' assistants, and
    bookmakers' agents.
    (c.) All persons under disqualification inflicted by any
    racing or trotting club in the Dominion of New
    Zealand, the Commonwealth of Australia, or else-
    where, if affiliated to the New Zealand Racing Con-
    ference, or the New Zealand Trotting Conference,
    or the New Zealand Trotting Association.
    (d.) Common prostitutes, and persons who habitually con-
    sort with thieves or persons who have no lawful
    visible means of support.
    (e.) Professional tipsters, persons convicted of house-
    breaking or pocket-picking, forgery, uttering or
    possessing counterfeit coin, theft, false pretences,
    receiving stolen goods, mischief, assault, or any
    offence or crime of any kind under the Crimes Act,
    1908, and also idle and disorderly persons, rogues
    and vagabonds, and incorrigible rogues convicted
    under the Police Offences Act, 1908, and persons
    convicted of an offence under the Gaming Act, 1908.
    Provided always that the Stipendiary Stewards' Committee
    appointed by the New Zealand Racing Conference, upon being
    satisfied by evidence as to character and otherwise that any
    person who, by reason of any conviction, comes within the
    scope of this regulation should have relief from the effect
    thereof, may grant exemption to any such person, and may at
    any time revoke any such exemption without notice to such
    person, and without assigning any reason for such revocation.
    The foregoing regulations of the South Canterbury Hunt
    Club were made and passed by such club on the 26th day of
    January, 1923, and signed by the Chairman and Secretary.
