Regulations providing for the New Zealand Royal Naval Reserve (Men).

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

In pursuance and exercise of the powers and authorities conferred on me by section twenty-five of the Naval Defence Act, 1913, and by section forty-six of the Finance Act, 1921-22, and of all other powers and authorities enabling me in that behalf, I, John Rushworth, Viscount Jellicoe, Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, do hereby make the following regulations providing for the New Zealand Royal Naval Reserve (men).

REGULATIONS.

I. CLASSIFICATION.

  1. The New Zealand Royal Naval Reserve will be composed of three classes, viz.:-

Class A.—Men who are British-born subjects and who have served for a stated period in a Royal Naval rating in the Royal or a Dominion Navy.

Class B.—Men who are British-born subjects and who follow the sea as a profession in ships of the mercantile marine engaged in New Zealand coastal, Australasian, or Pacific Ocean trades, or in steam fishing-vessels.

Class C.—Men who are British-born subjects but belong to neither of the above categories.

II. ENROLMENT.

  1. Class A will be divided into (i) Inactive Reserve, (ii) Active Reserve.

Class A (Inactive Reserve).

  1. Class A (Inactive Reserve) will be composed of men of all branches of the Naval Service who, under the terms of their Naval engagements, are required to join the Reserve on completion thereof for a term of ten years or until they attain the age of forty years, for service only in time of war. The terms of the engagement involve no liability to attend drill or undergo training during peace time, and these regulations will not apply to such men. The only liability in their case during peace time will be to report themselves in writing annually on the 1st January to the Registrar, R.N.R., Navy Office, Wellington, furnishing their full address and stating the occupation they are following in civil life, and to notify any changes in their address as they occur. All such men may, however, if qualified, elect to join the Active Reserve, and will thenceforth, if accepted, be governed by the following regulations as applicable to class A thereof. Men who do not so join and do not in civil life follow an occupation akin to that of the branch of the Naval Service in which they were serving will be liable to be re-entered, when called out by Proclamation, in a rating not higher than able seamen or its equivalent in other branches, or in the lowest man’s rating of any branch where the lowest rating is higher than the equivalent of able seaman. They will be enrolled in the non-substantive rating for which they are considered fit, unless the break in service has not exceeded one year, when they may be enrolled without examination in the non-substantive rating held by them on discharge from the seagoing service, except that a higher rating than gunlayer 2nd class is not to be held, and the rating of diver is to be relinquished.

Class A (Active Reserve).

  1. Class A (Active Reserve) will be composed of men of all branches of the Naval Service who have completed at least five years man’s service in a Naval rating in the Royal or a Dominion Navy. Time served during the war will count as time and a half in this connection—i.e., a man with three and one-third years’ war service will be eligible for entry in this class. Men who have not completed the qualifying service for this class may join the Reserve in class B or class C according to their rating and whether they follow the sea as a profession or not.

  2. No man will be accepted for entry unless he is in possession of one or more good-conduct badges, has borne a satisfactory character throughout his period of service with the award of “V.G.” for two of the last three
