and every interstate vessel in the charge of a pilot, to apply
to the harbourmaster for permission to berth such vessel at
a leased or unleased wharf or to moor her in the stream.
The harbourmaster will issue the necessary authority, in
the form of a berthing order, which will be taken to the pilot
office at the navigation department, and will be evidence to
the pilot that the vessel may be placed at the wharf or position
in the stream indicated in the order. In the case of a vessel
whose master has a pilotage exemption certificate, the owner
or agent will be required to forward the berthing order to
such master at the most convenient place, or otherwise com.
municate to him the authorized wharf or position at which
to berth the vessel.
In the case of all vessels mooring in the stream, it will be
necessary, whether the pilot is engaged or even if the ship is
in charge of an exempt master, to obtain a berthing order
before a position can be taken up; with this exception, that
a vessel entering the port and having to anchor for medical
inspection, or for orders, will not require an authorization
from the harbourmaster for such temporary anchoring.
The change will more particularly affect those vessels which
berth at wharves leased by the commissioners.
