against him in respect of free kit issued on entry of £1 10s. per month in
the cases of Classes I and III, and of £1 5s. per month in the case of Class II
ratings, for each full month of the unexpired period of two years. This
charge is first to be met by forfeiture of the Kit-upkeep Allowance standing
to his credit in respect of the current quarter, the balance of the charge
being communicated for recovery against his deferred pay, unless this is
forfeited under regulation 13, clause 3. In the case of ratings discharged
within two years of entry, other than by invaliding, who may be in debt
or have insufficient credit of deferred pay to cover the charge referred to,
the kit, or portion thereof as may be necessary to discharge the debt,
except such articles as are necessary to meet immediate requirements, is
to be recovered and sold. Any balance received for the sale of kit after
recovery of debt and charges has been effected is to be paid to the rating.
(6.) Add an additional regulation No. 47A as follows:—
47a. Uniform Gratuities: Officers.—Uniform gratuities will be paid
to officers on first joining, or on promotion to officer rank, as follows:—
Commissioned officers on first joining (except Chaplains or £
officers appointed for temporary service) .. .. 60
Chaplains or officers appointed for temporary service, on first
joining .. .. .. .. .. 30
Paymaster cadets on promotion to Paymaster midshipmen .. 40
Warrant officers on first joining, or on promotion to that rank 40

2. In the event of discharge, except by invaliding, within twelve months
of the grant of clothing gratuity, a proportionate part of the gratuity for
the unexpired period is to be recovered from the officer concerned, on a
monthly basis (i.e., one-twelfth for each full month of the unexpired
period).
3. In the case of officers who are appointed as “probationary” or
“acting” for a period, half the allowance is payable on entry and the
balance when the officer has completed his probationary or acting service
and has been confirmed in rank.
4. Uniform gratuities are not payable to officers lent from the Imperial
or a Dominion Navy.
5. Officers transferred permanently from the Imperial or a Dominion
Navy, or from other branches of the New Zealand Division, will receive no
uniform gratuity on transfer if transferred direct or within twelve months
of such previous service.
(7.) Add an additional clause to regulation No. 53 as follows:—
3. The following officers shall be entitled to deck berths in steamers
and sleeping-berths on trains at the public expense when travelling on
duty:—
The Commodore Commanding.
Members of the Naval Board.
Naval Secretary.
Commanding Officers of H.M. ships of and above the rank of
Commander.
Under special circumstances an extension of this privilege may be
granted to an officer other than the above.
(8.) In Appendix I, cancel reference to Medical Branch, and substitute
the following revised New Zealand rates of pay, which are approved with
effect as from 1st July, 1921:—
