and the claimant’s signature shall be attested by a Justice of the Peace, or a Postmaster, or a minister of religion, or an elector of the Christchurch Tramway District, or the Secretary of the Board, or the Clerk of any local authority.

  1. It shall be the duty of the Board to keep at its general office a supply of blank printed forms of claims for enrolment as aforesaid for the free use of claimants for the purposes aforesaid.

  2. Names appearing on the roll of the electors of the Christchurch Tramway District in respect of a freehold or rating qualification for any year shall be continued on the next succeeding electors list, except in the case of persons who are known to the Secretary to have died or to have lost their qualification, and it shall be his duty to report in writing to the Board all names thus omitted.

  3. (1.) The Secretary shall transfer to the list of tramway electors the names of persons appearing on the rolls of all boroughs and counties in the Christchurch Tramway District, providing that he is satisfied that such persons still retain the qualification in respect of which they are so enrolled, and providing that the property or residence in respect of which they are so enrolled is within the Christchurch Tramway District. If in his opinion it is desirable to ascertain whether or not persons so enrolled on a borough roll in respect of a residential qualification continue to reside at the address in respect of which they are so enrolled, he shall send to such persons through the post a communication to that effect. If such communication is returned by the Postal authorities to the Secretary undelivered, such persons shall be deemed to have left the address entered on the borough rolls, and their names shall not be transferred to the tramway election list.

(2.) Names of persons on the tramway electors roll in respect of a residential qualification, and who are entered thereon as resident in any portion of a county in the Christchurch Tramway District, shall be continued on the next succeeding tramway electors list. If in the opinion of the Secretary it is desirable to ascertain whether or not such persons continue to reside at the address in respect of which they are entered, he shall adopt the same procedure as is set forth in the preceding paragraph hereof.

  1. The Secretary shall keep the electors list in his office and allow it to be inspected (without fee) by all persons interested therein during office hours from the 2nd day of September until the 8th day of September in the year aforesaid, and he shall, on or before the said 2nd day of September, publicly notify that such list is or will be ready for inspection at his office.

  2. All objections under section 12 of the said Act shall be made in writing in the form in the Third Schedule hereto, and must be addressed to the Secretary and delivered at his office on or before the 15th day of September in the year aforesaid.

  3. The Secretary shall make and sign a list of all such objections in the form in the Fourth Schedule hereto, and shall keep such list in his office, and allow it to be inspected (without fee) by any person interested therein during office hours from the 16th day of September to the 20th day of September in the year aforesaid.

  4. The Board shall amend the electors list by correcting every error set forth in any such objection and proved to the satisfaction of the Board to exist therein; and the Chairman shall initial every alteration so made in the electors list.

  5. At a sitting of the Board to be held for that purpose in the month of October (being not later than the 12th day thereof) the Chairman and two members of the Board shall sign the electors list as amended, and shall certify thereon to its being correct; and the electors list so certified and corrected shall thereupon become the electors roll for the district, and shall remain in force until a new electors roll comes into force in like manner.

  6. All corrections and additions required to be made after the completion of the electors roll shall be made on a supplementary electors list, which shall be corrected, completed, and authenticated in the same manner as in the case of the electors roll, and thereupon shall become a supplementary electors roll, and shall form part of the electors roll.

  7. Amendments to the electors roll shall be made as provided in section 13 of the said Act.

  8. Appeals to a Stipendiary Magistrate under section 14 of the said Act may be made as follows:—

(a.) An objection in writing under the hand of the objector shall be lodged with the Clerk of the Magistrate’s Court not later than the 22nd day of October in the year aforesaid, and a copy of such objection shall also, on or before the same day, be lodged with the Secretary.

(b.) The objection shall be in the form in the Third Schedule hereto, or as near thereto as may be.

(c.) The Magistrate shall hear and determine the appeal at such convenient place and time, not being later than ten days after the last day appointed for lodging such objections, as he appoints, and not less than seven days’ notice shall be given to the Board and to the appellant of the date so appointed.

  1. A copy of the electors roll and all its supplements, and also the original manuscript roll, whether in card form or otherwise, shall be kept open for public inspection at the office of the Secretary during office hours without fee. As soon as practicable copies thereof shall be printed by the Board and supplied with its supplement to any person applying for same on payment of 1s.

  2. In case the electors roll is not, from any cause whatever, made out and completed so as to come into force at the prescribed time, the roll then in force shall (unless the time for making out and completing a new roll is extended) be in force until another electors roll comes into force for the said district.

  3. The Secretary is liable to a penalty not exceeding £5 in every case where he refuses, without good cause, or wilfully neglects, or unreasonably delays to place on the electors list the name of any person who makes written claim for enrolment as provided for by clause 3 of these regulations, or refuses, wilfully neglects, or unreasonably delays to faithfully and promptly perform any other duty imposed on him by the said Act or these regulations.

  4. If the Board fails or unreasonably delays to keep at the Secretary’s office a supply of blank printed claim forms for the free use of claimants as provided by clause 5 of these regulations, or to faithfully and promptly perform any other duty imposed on it by the said Act or these regulations, every person, whether the Secretary or any member of the Board, who is party to or responsible for such failure or delay is severally liable to a penalty not exceeding £5.

FIRST SCHEDULE.

ELECTORS LIST.

THE electors list shall contain the Christian and surname of the elector, his or her occupation, and situation of property, or place of residence, as the case may be, and the qualification of the elector. The number of the elector shall appear opposite his or her name. The subdistrict in respect of which the elector is enrolled must be stated, but the following abbreviations may be used for that purpose:—

“C” represents the Central Subdistrict.
“L” ,, Linwood Subdistrict.
“W” ,, Woolston-Summer Subdistrict.
“S” ,, Spreydon-Halswell Subdistrict.
“R” ,, Riccarton-Sockburn Subdistrict.
“N” ,, New Brighton Subdistrict.

The above information respecting the names of and abbreviations for the subdistricts shall appear on the front page of each printed roll or supplement.

SECOND SCHEDULE.

FORM OF CLAIM FOR ENROLMENT.
