LEAVE OF ABSENCE.

16. Leave of absence for any period not exceeding fourteen days may, on the application of a member of the brigade, be granted by the Superintendent, who shall record the same in his Occurrence-book. Any member of the brigade desiring leave of absence for a longer period than fourteen days shall apply in writing addressed to the Superintendent, who shall forward such application to the Secretary of the Board, with such recommendation as he may think fit, and leave of absence for such longer period shall only be granted by the Board.

BRIGADE MAY MAKE RULES.

17. Subject to the approval of the Board, and provided they in no way conflict with these by-laws, the brigade may make rules and regulations for its own government.

GRATUITIES FOR VOLUNTEER AND OTHER SERVICES.

18. For the performance of any volunteer or special services rendered by any person, whether a member of the brigade or not, in respect of any fire, there may be paid out of the funds of the Board such sum as the Board, or any committee authorized by the Board, may direct.

ELECTRIC FIRE-ALARM CIRCUITS.

19. The Board may establish or contract with any person or Corporation for the establishment of an electric fire-alarm circuit, and may from time to time extend such circuit and provide for the connection therewith of street alarms and public and private buildings or premises. All connections of alarms installed in public or private buildings or premises, or any alterations to same, shall be carried out to the approval of the Board at the cost of the owner of the property to be connected, and the cost of maintenance and of the periodical examination and testing of such connections shall be borne by the owner of the property connected, and all such connections shall be efficiently maintained to the satisfaction of the Board or the officer appointed by the Board for that purpose. With the consent of the owner, such cost may be commuted to the payment of such annual sum as may be agreed on between the Board and such owner.

DONATIONS IN RECOGNITION OF THE BRIGADE’S SERVICES.

20. Donations by the public in recognition of the brigade’s services shall be the property of the brigade, and shall be used in providing for the comfort and recreation of the members thereof, or otherwise for the benefit of the members of the brigade.

MAINTENANCE OF DISCIPLINE AND GOOD CONDUCT ON THE PART OF THE OFFICERS AND MEN OF THE BRIGADE.

21. No person shall interfere with or in any way obstruct any officer or member of the brigade while such officer or member of the brigade is in the execution of his duty.

22. No person shall interfere with or obstruct any volunteer described in section 18 of these by-laws while such volunteer is in the execution of his duty.

23. No person shall aid, abet, or encourage any member of the brigade in any act of disobedience of orders, or insubordination, or in the use of abusive or obscene language while such member is on duty.

24. No person shall supply any intoxicating liquor to any officer or member of the brigade while such member or officer shall be on duty, unless he shall first have received from the officer in charge of the brigade at the time permission so to do.

25. No person other than a member of the Board or its Secretary, or members of the brigade, shall enter any fire-station controlled by the Board unless such person shall first have received permission to do so from the officer in charge of the station or a member of the brigade; and no person shall, after having been requested by the officer in charge of the station to leave any such station, remain in any such station or on or about the station premises.

26. No person other than an officer of the brigade, or a member thereof, or the wife or child of such officer or member, shall sleep in or on any station or in any of the Board’s premises without first having received the written permission of the Superintendent to do so.

PREVENTION OF FIRE.

27. No person other than a person licensed by the Taumarunui Borough Council to keep petroleum for sale shall keep in stock within the Taumarunui Fire District more than 12 gallons of petroleum except in a magazine or such other structure as may be approved by the Inspector. Such magazine or other structure shall, unless constructed in brick or other similar material, be placed not less than 20 ft. from any other building.

28. No person licensed by the Taumarunui Borough Council to store petroleum for sale shall store petroleum within the Taumarunui Fire District except in a magazine or such other structure as may be approved by the Inspector,

29. No such magazine or other structure mentioned in sections 27 and 28 hereof shall be used for the storage of petroleum until the person occupying such magazine or other structure shall have received a certificate in writing from the Inspector that such magazine or other structure is suitable for the storage of petroleum, and any person using any such magazine or other structure for the storage of petroleum without having first received a certificate as aforesaid shall be guilty of an offence.

30. All buildings used for the storage of petroleum shall be kept securely locked, and any person having the control of any such building and failing to securely lock such building shall be guilty of an offence.

31. Any person, whether licensed by the Taumarunui Borough Council or not, who shall store petroleum within the Taumarunui Fire District, shall deposit with the Secretary of the Taumarunui Fire Board a plan of the building or buildings wherein such petroleum is stored, showing on such plan the exact position in such building or buildings where such petroleum shall be deposited.

32. Any person leaving any inflammable material on any part of such person’s premises, and who shall, after having been requested by the Inspector to remove such inflammable material, fail to remove such inflammable material within forty-eight hours from the receipt of such notice, shall be guilty of an offence.

IN RESPECT OF FIRES OUTSIDE THE TAUMARUNUI FIRE DISTRICT.

33. If any brigade or portion of a brigade established and maintained by the Board within the Taumarunui Fire District attends or performs any service at a fire on any premises outside the Fire District of Taumarunui at the request of the owner or occupier of such premises, then such owner or occupier shall pay to the Board for such attendance and service at the undermentioned rates:—
    For first hour or portion thereof: £5.
    For each succeeding hour: £2 10s.
    For each fire appliance: £2.

FINANCE COMMITTEE.

34. A committee shall be appointed from time to time by the Board, which shall exercise supervision in all matters relating to the finances of the Board. This committee shall be known as the Finance Committee, and shall pay all accounts included in the then current year’s estimate of expenditure, and in an emergency shall be empowered to authorize payment of any amount not exceeding £20 not included in such estimate.

PAYMENT OF ACCOUNTS.

35. All payments shall be made by cheques upon the Board’s bankers, signed by the Chairman and Secretary of the Board. In the absence of the Chairman such cheques may be signed by any member of the Finance Committee and the Secretary.

COMMON SEAL.

36. The common seal of the Board shall be in the custody of the Secretary, and shall not be affixed to any document except by order of the Board as recorded in the minute-book, and shall only be affixed in the presence of at least two members of the Board, and every document bearing such seal shall be signed by two members of the Board and its Secretary.

NOTICES OF MOTION.

37. Any member of the Board may bring forward such business as he may consider advisable in the form of a notice of motion, such notice to be numbered and dated and given in writing to the Secretary at least seven clear days previous to the meeting at which such notice of motion is to be considered.

PENALTY CLAUSE.

38. Every person guilty of an offence against, or committing any breach of, or failing to perform any duty imposed upon any such person by any of the provisions of these by-laws shall be liable for such offence, breach, or failure to such fine not exceeding £20 as the Court inflicting the same shall in its discretion think fit.

The foregoing by-laws were made by the Taumarunui Fire Board at a duly constituted meeting of the said Board held on 9th December, 1920.
