Result of Poll for Proposed Loan.

THE following notice, received from the Mayor of the Council of the Borough of Hastings, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1913.

HASTINGS BOROUGH COUNCIL.
Result of Poll.—£5,800 (Nelson Cricket-ground Purchase) Loan.
NOTICE is hereby given that a poll of the ratepayers of the Borough of Hastings, including all other persons entitled to vote on proposals to raise loans, was duly taken on Wednesday, the 15th day of December, 1920, upon the following proposal :—
A proposal to borrow by way of special loan within the meaning of the Local Bodies’ Loans Act, 1913, and under authority of section 34 of the Reserves and other Lands Disposal and Public Bodies Empowering Act, 1920, for the following purpose,—
To acquire from the owner or owners thereof the fee-simple of the following lands—
Firstly, 5 acres 17¾ perches, being part of Lot 2 on a plan deposited in the Land Transfer Office at Napier under No. 2712, and being the whole of the land in certificate of title, Vol. 62, folio 23 ; and
Secondly, 1 acre 1 rood 7¾ perches, being part of Lot 2, Subdivision D, Heretaunga Block, being Lot 1 on the said deposited plan No. 2712, and being the whole of the land in certificate of title, Vol. 67, folio 89 ; and
Thirdly, 1 rood 13½ perches, being part of Lot 7 on a plan deposited as aforesaid under No. 885, and being the balance of the land in certificate of title, Vol, 42, folio 138 (generally known as “The Nelson Cricket-ground” and certain adjoining land)—
for the sum of £5,800, to be paid by the Corporation of the Borough of Hastings to such owner or owners ; the said loan to have a currency of twenty years, bearing interest at the rate of 4 per cent. per annum. The Council proposes either to execute a first mortgage over the said lands to secure the purchase-money for the same over a term of twenty years, and to repay the principal with interest as aforesaid by half-yearly instalments throughout the said term, or to issue debentures for the said sum of £5,800 and interest, one of such debentures being redeemable every six months.
It is proposed to let the said lands or any part thereof for the purposes of sport, such as cricket, football, hockey, or sport of a like nature, at such rent and for such term not exceeding twenty years, with power to the lessee to charge the public for admission to the said lands prior to and during the progress of any match played thereon. In lieu of letting the said lands the Corporation may itself during the said term of twenty years occupy the same for the purpose of sport and charge sports bodies for the use of the said lands and the public for admission to the said lands prior to and during the progress of any match played thereon. And at the expiration of the said term of twenty years the said lands shall be held by the Corporation subject to the provisions of the Public Reserves and Domains Act, 1908, or any Act amending the same or passed in substitution therefor. (The ground will then be held for the free use of the public except upon such special days as the Corporation may be empowered by law to charge for admission.)
The Council proposes to pledge a special rate of 2/25ths of a penny in the pound on the rateable value (on the basis of the unimproved value) of all rateable property in the borough as security for the said loan and the interest thereon. It is proposed that the whole amount of the loan shall be repayable by half-yearly instalments over a period of twenty years, computed from the date of raising the said loan. It is not proposed to pay out of the loan the interest for the first year nor the cost of raising the loan.
And at such poll the number of votes recorded was : For the proposal, 304 ; against the proposal, 142 ; informal votes, 3. I do therefore hereby declare the said proposal carried.

Notice fixing the Closing-hours of all Shops in the Kawakawa Town District, under the Shops and Offices Act, 1908.
WHEREAS a requisition in writing, signed by a majority of the occupiers of all the shops in the Kawakawa Town District has been forwarded to me, desiring that all such shops in the district shall be closed in the evening of working-days as follows : On Mondays, Tuesdays, Wednesdays, and Fridays at 5 p.m., and on Saturdays at 8.30 p.m. : And whereas the Kawakawa Town Board has certified that the signatures to such requisition represent a majority of the occupiers of all the shops within the Kawakawa Town District :
Now, therefore, I, William Herbert Herries, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that on and after the 27th day of January, 1921, all the shops within the Kawakawa Town District shall be closed accordingly.

HIS MOST EXCELLENT MAJESTY IN COUNCIL.
WHEREAS by the Western Samoa Order in Council, 1920 (hereinafter referred to as the Principal Order), His Majesty was pleased to make provision for the peace, order, and good government of the Territory of Western Samoa as therein defined : And whereas it is expedient to amend the said Order :
Now, therefore, His Majesty, by virtue of the powers by the Foreign Jurisdiction Act, 1890, or otherwise in his Majesty vested, is pleased, by and with the advice of His Privy Council, to order, and it is hereby ordered, as follows :—
(1.) This Order may be cited as the Western Samoa (Amendment) Order in Council, 1920, and shall be read and construed as one with the “Principal Order.”
(2.) Article (2) of the Principal Order shall be read as if the words “between the thirteenth and fifteenth degrees of south latitude” were substituted for the words “between the thirteenth and fourteenth degrees of south latitude.”
(3.) This Order shall be deemed for all purposes to have commenced and come into operation on the same day as the Principal Order, which Order shall be read and construed accordingly.
(4.) His Majesty may from time to time revoke, alter, add to, or amend this Order.
And the Right Honourable Viscount Milner, G.C.B., G.C.M.G., one of His Majesty’s Principal Secretaries of State, is to give the necessary directions herein accordingly.
