Members of Palmerston North River Board appointed.
Department of Internal Affairs,
Wellington, 28th May, 1921.
It is hereby notified that, under the provisions of section
108 of the Reserves and other Lands Disposal and Public
Bodies Empowering Act of 1920, and of the Proclamation
issued thereunder, the Palmerston North Borough Council
has appointed
STEPHEN R. LANCASTER,
FREDERICK JACKSON, and
LEWIS R. BRYANT
to be members of the Palmerston North River Board, and to
represent Subdivision No. 1 of the river district; and that
the Kairanga County Council has appointed
JOSEPH LINKWATER,
WILLIAM ROBERT HOPCROFT, and
JOSIAH BATCHELAR
to be members of the said Board and to represent Subdivision
No. 2.
It is further notified that Mr. J. A. NASH, M.P., Mayor of
Palmerston North, is Chairman of the Board, under the
provisions of subsection (6) of the above-named Act.

Officers of the Territorial Force.

His Excellency the Governor-General has been pleased
to approve of the appointments, promotions, resign-
nations, and transfers of the undermentioned officers of the
Territorial Force.
COMMAND.
Lieutenant-Colonel [temp. Brigadier-General, Reserve of Officers
(temp.)] William Meldrum, C.B., C.M.G., D.S.O., 6th
(Manawatu) Mounted Rifles, to be Colonel, and to com-
mand the Wellington Mounted Rifles Brigade. Dated
26th May, 1921.
3RD (AUCKLAND) MOUNTED RIFLES.
The commission granted 2nd Lieutenant (temp.) Gerald Cut-
field is cancelled, under the provisions of section 5 (a) of
the Defence Act, 1909. Dated 31st May, 1921.
9TH (WELLINGTON EAST COAST) MOUNTED RIFLES.
Lieutenant Cyril Paul Hunter, Reserve of Officers, resigns his
commission. Dated 31st May, 1921.
12TH (OTAGO) MOUNTED RIFLES.
Captain James Bryce McKinlay is transferred to the Reserve
of Officers. Dated 28th May, 1921.

Lieutenant Robert Davidson Veitch is posted to the Retired
List, under the provisions of paragraph 126, General Regu-
lations, 1913, with permission to retain his rank and wear
the prescribed uniform. Dated 23rd May, 1921.
Lieutenant William James McNiece is transferred to the
Reserve of Officers. Dated 31st May, 1921.
South Island.
Major Frederick William Mathews is transferred to the Reserve
of Officers. Dated 27th May, 1921.
Major Stephen William Bone Brooker, M.C., is transferred
to the Reserve of Officers. Dated 31st May, 1921.
4TH (OTAGO) REGIMENT.
Major Ernest Mitchell Gabites is transferred to the Reserve
of Officers. Dated 31st May, 1921.
5TH (WELLINGTON) REGIMENT.
Lieutenant William Varley Smith, Reserve of Officers, is
posted to the Retired List, under the provisions of General
Headquarters Instructions No. 22, of 20th February, 1920.

Major James McNaught is posted to the Retired List, under
the provisions of paragraph 126, General Regulations,

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 13th day of
June, 1921.

PRESIDING IN COUNCIL.
In pursuance and exercise of the powers conferred on him
by the Cinematograph-film Censorship Act, 1916 (herein-
after referred to as the said Act), His Excellency the Governor-
General of the Dominion of New Zealand, acting by and
with the advice and consent of the Executive Council of the
said Dominion, doth hereby amend, in the manner and to
the extent set forth in the Schedule hereto, the regulations
made under the said Act on the eleventh day of September,
one thousand nine hundred and sixteen and published in the
New Zealand Gazette of the same date ; and doth hereby order
and declare that the amendment hereby made shall take
effect as on and from the date of publication thereof in the
Gazette.
SCHEDULE.
The fee provided in the Second Schedule of the regulations
to be paid on an appeal is hereby revoked, and the following
substituted in lieu thereof:
"For every 1,000 ft. of film or part thereof (with a
minimum of £3 3s. for any one film): 15s."
