  1. Every manager of a technical school elected or appointed under these regulations shall come into office on the date of his election or appointment, and shall continue in office until the election or appointment of his successor.

  2. In any case in which an election or an appointment of managers as hereinbefore provided has not been held, the Minister, if he is satisfied that the failure to elect or appoint is not due to any default on the part of the controlling authority or of any appointing body, may fix a time and place for the election or the appointment of managers, and the foregoing provisions of these regulations shall thereupon be observed so far as applicable as if the time and place for such election or appointment had been fixed as therein provided. Pending such election or appointment the managers previously elected or appointed shall continue to hold office.

  3. The provisions of subsection (1) of section 20 of the Education Act, 1914, shall apply in the case of Boards of Managers of technical schools.

  4. Any vacancy occurring under the last preceding regulation shall be deemed to be a casual vacancy, and shall be filled within thirty days after the occurring thereof, and the manager filling the same shall hold office only for the residue of the term of the vacating manager. Every vacancy shall be filled by the same electing or appointing body as in the case of the vacating manager. The name of the manager elected or appointed shall be forthwith forwarded to the Minister by the controlling authority.

Consenting to stopping Portion of Road in Block I, Otahuhu Survey District, One Tree Hill Road District, Eden County.

At the Government Buildings at Wellington, this 6th day of June, 1921.

IN pursuance and exercise of the powers and authorities conferred by the Public Works Act, 1908, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the One Tree Hill Road Board stopping the portion of road described in the Schedule hereto.

SCHEDULE.

In the North Auckland Land District; as the same are more particularly delineated on the plan marked P.W.D. 51674, deposited in the office of the Minister of Public Works at Wellington, in the Wellington Land District, and thereon coloured green.

In the Auckland Land District; as the same is more particularly delineated on the plan marked P.W.D. 51564, deposited in the office of the Minister of Public Works at Wellington, in the Wellington Land District, and thereon coloured green.

Consenting to the Raising of £10,000, being Part of a Loan of £42,500 authorized to be raised by the Gisborne Borough Council on the Instalment System extending over a Period of Thirty-six and a Half Years.

WHEREAS section thirteen of the Finance Act, 1921, provides that where any local authority, as defined by the Local Bodies' Loans Act, 1913, has heretofore been or shall hereafter be authorized to raise a loan, whether pursuant to a poll of ratepayers or otherwise, and whether such loan has been raised in part or not, such local authority may, with the consent of the Governor-General in Council, raise any part of such loan upon terms of making the same, together with interest thereon, repayable by instalments extending over such period of years whether in excess of the period mentioned in the poll taken on the proposal for such loan or not, and payable at such times as may be fixed by such local authority, and may permanently appropriate and pledge for the purpose of securing such instalments any special rate already made or hereafter to be made, or any part of such special rate:

And whereas the Gisborne Borough Council has been authorized to borrow the sum of forty-two thousand five hundred pounds for the purpose of constructing the Peel
