General Graded List of Primary School Teachers.
The following general graded list of teachers is issued, in accordance with regulations made by Order in Council of the 10th January, 1921, under the authority of the Education Act, 1914.
Included are the names of all certificated teachers who were employed in public schools or Native schools on the 31st December, 1920, and of such other certificated teachers who made special application to be graded in accordance with Regulation 3.
Superannuated teachers temporarily re-employed, and holders of certificates who are not intending to re-enter the service, have not been graded, though their names are included in Part I of the list of certificated teachers.
The names of teachers are placed below in order of merit according to the total marks awarded. "Graded No." 1 would indicate a teacher who received the maximum marks; "Graded No." 4, a teacher receiving three marks less than the maximum; "Graded No." 51, the teacher receiving fifty marks less than the maximum; and so on. The names of teachers who receive the same total number of marks in the graded list are alphabetically arranged within their group, and the "Graded No." placed opposite the first name in the alphabetical order is the "Graded No." of each teacher within the group.
The abbreviations used in the column showing the position of the teacher are as follows: H (head teacher); S (sole teacher); A (assistant teacher); D (assistant in secondary departments of district high schools).
The education districts in which teachers are graded are shown under the heading "District."
In accordance with clause 19 of the regulations each teacher is being supplied with the separate marks on which his grading was determined, such information to be treated as confidential.
In the case of all teachers transference of marks from the old scale to the new was effected mechanically along with the uniform 10-per-cent. reduction agreed to by the 1920 standing committee on the Grading of Primary School Teachers, and by the 1921 Conference of Inspectors, Principals of Training Colleges and Teachers. Any marks a teacher has become entitled to as the result of his work during 1920 were thereafter allotted by the Inspectors in their respective districts.
Attention is hereby drawn to clause 20 of the regulations, under which any teacher who considers that he has a good ground of objection to the position assigned to him on the graded list may lodge an appeal by letter to reach the Director of Education not later than thirty-one clear days after the publication of the list in the New Zealand Gazetteβi.e., appeals must reach the Department not later than the 24th June, 1921. The complete and definite grounds on which the appeal is based must be stated.
The alphabetical list of certificated teachers published in Part I serves as an index to the graded list.
