Regulations under the Immigration Restriction Act, 1908, and
the Immigration Restriction Amendment Act, 1920.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 10th day
of January, 1921.
Present:

IN COUNCIL.
In pursuance and exercise of the powers conferred on him
by the Immigration Restriction Act, 1908, and the
Immigration Restriction Amendment Act, 1920, and of all
other powers and authorities enabling him in this behalf,
His Excellency the Governor-General of the Dominion of New
Zealand, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby revoke
the regulations specified in the Second Schedule hereto, and
doth hereby make the following regulations.
REGULATIONS.

  1. In these regulations the expression “the principal Act”
    means the Immigration Restriction Act, 1908 :
    “The Amendment Act, 1920,” means the Immigration
    Restriction Amendment Act, 1920.
  2. (1.) The permit to enter New Zealand required under
    section 5 of the Amendment Act, 1920, may be in the form
    numbered 1 or the form numbered 2 in the First Schedule
    hereto.
    (2.) The temporary permit under section 8 of the Amendment Act, 1920, shall be in the form numbered 2 in the First
    Schedule hereto.
    (3.) Every permit as aforesaid shall be issued subject to
    the conditions printed thereon.
  3. The form of application for a permit to enter New Zealand as required by section 9 of the Amendment Act, 1920,
    shall be in the form numbered 3 in the First Schedule hereto.
  4. (1.) For the purpose of ensuring compliance with the
    provisions of the principal Act and the Amendment Act, 1920,
    an Officer of Customs shall board every vessel arriving from
    places beyond New Zealand forthwith after its arrival at any
    port or harbour in New Zealand.

(2.) The master of the vessel shall forthwith deliver to the
Officer of Customs the passenger-list and crew-list, or a true
copy thereof, and shall truly answer any questions relating
to the passengers and crew put to him by the Officer for the
purposes of the said Acts.
5. The master of every vessel arriving from places beyond
New Zealand shall certify in writing, in the form numbered 4
in the First Schedule hereto, as to whether there is any passenger or member of the crew on board his ship who is subject
to the restrictions indicated upon the said form or in the
notes thereto. Such certificate shall be delivered by the
master to the Officer of Customs.
6. The master shall make suitable arrangements to the
satisfaction of the Officer of Customs for enabling him to
inspect and examine each passenger and each member of the
crew, and shall also provide such writing-materials and
accommodation as may be required by that Officer for the
purposes of the said Acts and these regulations.
7. The Officer of Customs may put such questions as he
deems necessary to any passenger or member of the crew for
the purposes of the said Acts, and every person who refuses
or fails to answer any such question, or who answers any such
question in a manner which is false or misleading in any
material particular, commits an offence against these regulations.
8. The Health Officer shall inform the Officer of Customs
as to any person on board the vessel who comes within the
restrictions of section 4 or of paragraphs (b) and (c) of subsection (1) of section 14 of the principal Act.
9. No vessel arriving from beyond New Zealand shall come
alongside any wharf or landing-place without the permission
of an Officer of Customs.
10. Any prohibited immigrant arriving at a New Zealand
port en route to some place beyond New Zealand may be
permitted to land for a period not exceeding twenty-one days :
Provided that in every such case there shall be deposited
with the Collector of Customs security by cash, of a bond
or other satisfactory security, that the person named therein
shall report himself to the Collector upon departure from New
Zealand within the time specified.
11. (1.) Every person resident in New Zealand who desires
to leave New Zealand with the intention of returning thereto,
and who is a person who would require a permit to enter
New Zealand, shall apply for a certificate of registration to
