(2.) Every person who commits a breach of this regulation is liable to a fine of £5.

  1. The owner or other person entitled to receive delivery of any petroleum from any vessel shall, if such petroleum is unloaded on any wharf or landing-stage, remove the petroleum from that wharf or stage with the utmost possible despatch.

  2. Petroleum may be transshipped directly from one vessel to another at such berthage or anchorage and in accordance with such conditions, not inconsistent with these regulations, as the Harbourmaster may sanction.

  3. No person shall smoke on or about any vessel or wharf on or from which petroleum is being shipped, unshipped, or transshipped, within a radius of 30 ft. of such petroleum, unless separated from the petroleum by an airtight bulkhead or partition.

  4. No petroleum shall be unloaded on to or shipped from any wharf or landing-stage unless and until a danger-notice is placed on the outward side of the space proposed to be occupied by the petroleum, such notice to be to the satisfaction of the Harbourmaster.

  5. Immediately after any petroleum has been discharged from a vessel the master shall cause the holds or spaces in which the petroleum has been stowed to be thoroughly cleansed and ventilated.

  6. (1.) No person shall take a steam locomotive, moving by its own power, into the vicinity of a vessel loading or discharging petroleum, or upon a wharf at which such a vessel is lying, whilst she is engaged in loading or discharging petroleum, unless such locomotive uses coke fuel or is fitted with an effective spark-arrester.

(2.) No locomotive burning coal shall be fired and no steam blower shall be used on any wharf or landing-place when petroleum is being loaded or discharged.

(3.) No person shall couple a wagon containing petroleum directly to a locomotive, but shall put at least two wagons, which do not contain petroleum, between them.

  1. No vessel or coal-hulk having a donkey boiler on deck shall lie alongside or in the vicinity of any vessel loading or discharging petroleum whilst the fire under such boiler is alight.

  2. The Minister of Marine may, by notice in the New Zealand Gazette, exempt petroleum of any specified description from the operation of any of these regulations; and may, if he thinks fit, and upon such conditions, if any, as he thinks fit to impose, suspend the operation of any of these regulations, either generally or so far as any specified class or size of ship is concerned.

  3. (1.) It shall be an offence against these regulations for any person to ship petroleum, or to cause or allow petroleum to be shipped, if to his knowledge any such petroleum is escaping or is likely to escape from any tin or other receptacle in which it may be contained.

(2.) It shall be an offence against these regulations for the master or owner of any vessel to receive on board that vessel any petroleum if to his knowledge any such petroleum is escaping or is likely to escape from any tin or other receptacle in which it may be contained.

  1. On the annual survey of any ship the Engineer Surveyor of Ships shall, if required by the master or owner so to do, issue a certificate or license as to the vessel’s fitness to carry petroleum. Such certificate or license shall expire on the date of expiry of the survey certificate, but may be withdrawn at any time prior to that date if the Minister or Surveyor deems it necessary to do so.

  2. (1.) Nothing in these regulations shall apply to kerosene-oil of or over 150° fire test.

(2.) Nothing in clauses 4, 5, 10, 13, and 14 of these regulations shall apply in any case where the quantity of petroleum taken on board from any wharf or landing-stage, or transshipped from any other vessel, or landed on any wharf or landing-stage, or transshipped to any other vessel, is less than 200 gallons.

  1. Every person who commits any breach of these regulations for which no specific penalty is elsewhere provided shall be liable to a fine of £100.

ON the recommendation of the Native Land Purchase Board, referred to in section three hundred and sixty-three of the Native Land Act, 1909, and in exercise of the power in this behalf conferred upon him by that section, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prohibit, for the period of one year from the date of this Order in Council, all alienation of the Native lands specified in the Schedule hereto other than alienation in favour of the Crown.

WHEREAS by Order in Council dated the twenty-seventh day of May, one thousand nine hundred and eighteen, and published in the New Zealand Gazette No. 81, of the sixth day of the following month, Messrs. McCallum and Company were licensed, under the Harbours Act, 1908, to use and occupy a part of the foreshore and land below low-water mark at North Arm, Paterson’s Inlet, Stewart Island, in order to maintain thereon a wharf :

And whereas Messrs. McCallum and Company have applied to have the license revoked :

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Act, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the said Order in Council of the twenty-seventh day of May, one thousand nine hundred and eighteen, and the rights, powers, and privileges thereby conferred.
