Financial Instructions and Allowance Regulations for the New Zealand Military Forces amended.

IN pursuance and exercise of the powers and authority conferred on me by the Defence Act, 1909, and its amendments, I, Robert Stout, Administrator of the Government of the Dominion of New Zealand, do hereby amend and revoke certain regulations as shown in the Schedule hereto, and do hereby make additional regulations as shown in the said Schedule; and I do hereby declare that such amendments, revocations, and new regulations shall take effect as from the dates specified.

SCHEDULE.

FINANCIAL INSTRUCTIONS AND ALLOWANCE REGULATIONS FOR THE NEW ZEALAND MILITARY FORCES.

THE following regulations are hereby amended as from the dates shown:—

(From 1st July, 1920.)
Paragraph 56 is amended by substituting the word “revenue” for the word “penny.”

(From 1st January, 1920.)
Paragraph 145 is amended by deleting the words “England, India.”

The following regulations are hereby revoked as from the dates shown:—
Regulation 125, revoked as from 1st July, 1920.
Regulation 127, revoked as from 15th April, 1920.
Regulation 142, 143 (b), 147, and 149, revoked as from 1st January, 1920.

The following regulations are hereby made to take effect as from the dates shown:—

(From 1st July, 1920.)
125. (a.) Whenever possible, removals will be carried out entirely by the Defence Department. In such cases the procedure will be as follows:—
(i.) All cases and other packing required will be provided by the Army Service Corps or Ordnance Corps.
(ii.) All such packing-cases and packing will remain the property of the Department, and will normally be taken into store on completion of the removal. (In cases where it would not be economical to return such cases and packing to store, such will not be done.)
(iii.) All packing will be done by the Army Service Corps or Ordnance Corps, as directed by the Officer Commanding District.
(iv.) The Army Service Corps will make all transport arrangements, using Army Service Corps transport where available.
(v.) Packages will be numbered consecutively, and marked with the initial of the surname of the owner in a diamond-shaped figure over the first letter of name of destination.
(vi.) The following particulars will be supplied by the owner to the Army Service Corps officer carrying out the removal:—
(a.) Total value.
(b.) Markings.
(c.) Number of packages.
(d.) Items of special value, stating values.
(vii.) The Army Service Corps officer carrying out the removal will effect an insurance policy for the value.
(b.) When it is not possible for any portion of the work of removal to be carried out by the Department, the following procedure will be adopted:—
(i.) Tenders will be called from at least two business firms, and submitted through the usual channels to General Headquarters, which may then give authority for the acceptance of the more suitable tender. Officers Commanding Districts must, before making their recommendations to General Headquarters, satisfy themselves that every endeavour has been made to obtain the most favourable quotations. Packing-cases and packing will be dealt with as in paragraph (a) (ii) above.
(ii.) The General Officer in Charge Administration may, in exceptional circumstances, authorize a cash payment to the officer, non-commissioned officer, or man concerned, who will then make his own arrangements for the removal of his household effects. Such authorizations will, however, be strictly limited, and will be made according to the following scale:—
Where pay is under £200 per annum: Up to £35.
Where pay is over £200 and under £400 per annum: Up to £45.
Where pay is over £400 and under £600 per annum: Up to £50.
Where pay is £600 or over per annum: Up to £60.
(c.) When it is possible for only a portion of the service to be carried out by the Department, and it is considered by the Officer Commanding District that this should be done, then tenders will be called as in paragraph (b) (i) above for the remainder of the service.
In such cases the procedure set out in paragraph (a) above will be carried out where it is applicable.
(d.) All claims for damages incurred in removals carried out by the Department will be investigated by a Court of Inquiry assembled by order of the Officer Commanding District.

142. Officers sent to England or India for courses of instruction or exchange shall draw Imperial rates of pay and allowances.

Postmaster appointed to take and receive Statutory Declarations.

PURSUANT to the authority conferred upon me by the two-hundred-and-eighty-eighth section of the Justices of the Peace Act, 1908, I, Robert Stout, the Administrator of the Government of the Dominion of New Zealand, do hereby notify and declare that the persons set out in the Schedule hereto, being persons holding the office of Postmaster under the Post and Telegraph Act, 1908, at the places set opposite their names in the said Schedule, are authorized to take and receive statutory declarations under the two-hundred-and-eighty-eighth section of the Justices of the Peace Act, 1908.
