Regulations relating to the Introduction of Stock from New Zealand into Fiji.—Notice No. 2003.

THE following copy of an Order in Council made by His Excellency the Governor of Fiji in Council on 20th February, 1920, relating to the introduction of stock into Fiji, is published for general information.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

THE Governor in Council, by virtue of the powers conferred on him by the Foreign Animals Importation Ordinance, 1886, and all other powers him enabling in that behalf, hereby orders as follows:—

Interpretation.

  1. In this Order, if not inconsistent with the context,—
    “Cattle” means any bull, cow, ox, steer, heifer, or calf, and the carcase or any portion of the carcase thereof respectively:
    “Disease” means actinomycosis, anthrax, blackleg, catarrh, contagious pneumonia, foot-and-mouth disease, glanders, hog-cholera, Johne’s disease, mange, influenza, pleuro-pneumonia, tick-infestation (Boophilus bovis or other species), rabies, rinder pest or cattle plague, scab, surra, swine-fever, tuberculosis, epizootic or lymphangitis:
    “Horse” means any horse, mare, gelding, colt, filly, foal, ass, or mule, or the carcase or any portion thereof respectively:
    “Sheep” means any ram, ewe, wether, or lamb, and the carcase or any portion of the carcase thereof respectively:
    “Stock” means horses, cattle, and sheep, as hereinbefore respectively defined, and goats, deer, llamas, antelopes, buffaloes, and other ruminants, dogs, and swine of any age or sex, and the carcase or any portion of the carcase of any stock:
    “Swine” means any boar, barrow, sow, or pig of any age or breed, or the carcase or any portion thereof respectively:
    “Undomesticated Animals” means all living animals not included in the definition of stock:
    “Veterinarian” means any person holding the diploma of the Royal College of Veterinary Surgeons, London, or a qualified veterinarian holding some other diploma which is approved by the Governor.

Introduction of Stock, &c.

  1. The introduction into the Colony of any stock or animal manure, or of any fodder, litter, fittings, or other things which have or may have come into contact with any stock, is absolutely prohibited except where such introduction takes place in accordance with the following regulations: Provided that these regulations shall not apply to any meat which has been frozen, cooked, or preserved, or to any portion of a carcase manufactured into articles of commerce, or to any manufactured animal manure in which all animal product ingredients have been properly sterilized.

Landing of Live-stock.

  1. Such foreign live-stock as may by these regulations be introduced into the Colony shall be landed only at the Ports of Suva, Lautoka, and Levuka.

Importation of Animals.

  1. (1.) Subject to the provisions of these regulations horses, mules, and asses may be introduced into Fiji from New Zealand, New South Wales, Victoria, South Australia, Tasmania, the United Kingdom, Canada, and the United States of America, and asses may also be introduced from France, Spain, and Portugal.
    (2.) Every shipment of such horses must be accompanied by a statutory declaration in the Form No. 1 in the First Schedule hereto made by the shipper of such horses, setting forth the kind, number, sex, and brands or marks of such horses, and the name of the State or district in which such horses have been for the six months immediately preceding the date of shipment and declaring that such horses are, to the best of his belief and knowledge, at the time of shipment, and have been during the preceding six months, free from all infectious or contagious disease, and have not during the six months immediately preceding shipment been in direct or indirect contact with any stock infected with any such disease.
    (3.) On every such declaration there shall be inscribed a certificate in the Form No. 2 in the First Schedule hereto, signed, in the case of horses from New Zealand, Tasmania, Australia, and Canada, or the United States of America, by a Government Veterinarian, and in all other cases signed by a veterinarian practising in the district in which such horses have been domiciled for the six months immediately preceding the date of their shipment to the Colony, or by a veterinarian practising in the district from which they start for the port of shipment, certifying that he has within the thirty days immediately preceding the date of shipment examined such horses, and has found them free from symptoms of infectious or contagious disease; and in the case of horses, mules, or asses from the United Kingdom, Canada, the United States of America, France, Spain, and Portugal, that he has tested with the mallein test such horses and has found them free from any suspicion of glanders.
    (4.) The declaration and certificate provided for in this regulation must be delivered to the master of the vessel in which the stock are conveyed to Fiji.

Cattle from New Zealand, the United Kingdom, Canada, or India.

  1. (1.) Subject to the provisions of these regulations cattle may be introduced into Fiji from New Zealand, the United Kingdom, Canada, or India.
    (2.) Every shipment of such cattle must be accompanied by a statutory declaration in the Form No. 1 in the Second Schedule hereto made by the shipper of such cattle, setting forth the kind, number, sex, and brands or marks of such cattle, and declaring that all such cattle have been during the preceding six months, or from birth, in the country from which shipment is made, that they are at the time of shipment and have been during the preceding six months free from all infectious and contagious diseases, and that they have not during the six months immediately preceding shipment been in direct or indirect contact with any stock infected with any such diseases.
    (3.) On every such declaration there shall be inscribed a certificate in the Form No. 2 in the Second Schedule hereto signed, in case of cattle from New Zealand, Canada, and India, by a Government Veterinarian, and in all other cases by a veterinarian practising in the district in which such cattle have been domiciled for the six months immediately preceding the date of shipment to Fiji, certifying that he has within the thirty days immediately preceding the date of shipment to Fiji examined and tested with the tuberculin test such cattle and has found them free from all symptoms of infectious and contagious disease.

Delivery of Declaration and Certificate.

  1. The declaration and the certificate provided for in the last preceding regulations must be delivered to the master of the vessel on which the stock are conveyed to Fiji.

Importation of Sheep, &c.

  1. (1.) Subject to the provisions of these regulations sheep, goats, swine, and dogs may be introduced into Fiji from the United Kingdom, New Zealand, New South Wales, Victoria, South Australia, and Tasmania.
    (2.) Every shipment of such sheep, goats, swine, or dogs must be accompanied by a statutory declaration in the form No. 1 in the Third Schedule made by the shipper of such sheep, goats, swine, or dogs, setting forth the kind, number, sex, and brands or marks of such sheep, goats, swine, or dogs, and declaring that all such sheep, goats, swine, or dogs have been during the preceding six months or from birth in the country from which shipment is being made; that they are at the time of shipment and have been during the preceding six months free from all infectious diseases; and that they have not during the six months immediately preceding shipment been in direct or indirect contact with any stock infected with disease.
    (3.) On every such declaration there shall be inscribed a certificate in the Form No. 2 in the Third Schedule hereto signed, in the case of sheep, goats, swine, or dogs, in the United Kingdom by a veterinarian practising in the district in which such sheep, goats, swine, or dogs have been domiciled for the six months immediately preceding the date of their shipment to Fiji, and in all other cases by a Government Veterinarian, certifying that he has within the fourteen days immediately preceding the date of shipment to Fiji examined such sheep, goats, swine, or dogs and has found them free from all symptoms of contagious or infectious diseases.

Delivery of Declaration and Certificate.

  1. The declaration and the certificate provided for in the last preceding regulation must be delivered to the master of the ship in which the animals are being conveyed to Fiji.
