Addition to Treasury Regulations.

ORDER IN COUNCIL.
At the Government House at Wellington, this sixteenth day of March, 1920.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the power and authority conferred on him by section three of the Public Revenues Act, 1910, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulation in amendment of clause eighty-eight of the Treasury Regulations made on the twenty-third day of December, one thousand nine hundred and nineteen, and published in the New Zealand Gazette of the eighth day of March, one thousand nine hundred and twenty; and doth direct that the regulation hereby made shall form part of and be read with the aforesaid regulations, and shall come into force on the date of gazetting thereof.
REGULATION.
88A. PAYMENT may be made to any bank in New Zealand to the credit of the claimant’s account, if so directed by him. The counterfoil or duplicate of the lodgment slip, or the relative cheque, signed by the teller and stamped with the bank stamp, shall be attached to the account and accepted as full acquittance for the payment.

Boundaries of Borough of Devonport altered.

ORDER IN COUNCIL.
At the Government House at Wellington, this sixteenth day of March, 1920.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS, in pursuance of section fourteen of the Municipal Corporations Amendment Act, 1913, a petition was presented to the Governor-General praying that a certain area be excluded from the Borough of Takapuna and included in the Borough of Devonport:
And whereas a Commission appointed under the said section held inquiries, and recommended that the said area should be included as aforesaid in the Borough of Devonport:
And whereas it is deemed expedient to make such alterations of the boundaries of the said borough:
Now, therefore, in pursuance and exercise of the powers and authorities vested in him by the said Municipal Corporations Amendment Act, 1913, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that on and from the first day of April, one thousand nine hundred and twenty, the area described in the Schedule hereto shall be excluded from the Borough of Takapuna and included in the Borough of Devonport.
SCHEDULE.
AREA INCLUDED IN THE BOROUGH OF DEVONPORT.
ALL that area in the Takapuna Borough, being Lot V and part of Lot VII of Section 1, Parish of Takapuna, and bounded as follows: Commencing at the south-western corner of the southern portion of Lot IX; thence towards the south-western boundary of the said Lot IX facing Ngata-ringa Bay to the boundary-line of the northern and southern portions of Lot IX for a distance of 280 links; thence towards the north-west by the division line between the northern and southern portions of Lot IX; thence towards the north-west by the south-eastern boundary of Subdivision 36 of Lot VII of Section 1, Parish of Takapuna; thence towards the south-west by part of the north-eastern boundary of the said Subdivision 36 for a distance of 200 links; thence towards the north-west by a line bearing 75° for a distance of 450 links to the main road from Devonport to Waiwera; thence towards the north-west by a right line across the said road to the south-western corner of Lot VI of Section 1, Parish of Takapuna; thence towards the north-west by the southern boundary of the said Lot VI and its production to the low-water mark of the sea; thence towards the east by the said low-water mark to the northern boundary of the Borough of Devonport; thence towards the south-east by the said northern boundary to the point of commencement: be the aforesaid bearing and linkages more or less.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government House at Wellington, this sixteenth day of March, 1920.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty, subsection one, of the Finance Act, 1919, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the sums set out therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Finance Act, 1919, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.
